USS Hartford Cover Up...Chief Blanket The Staff of Rear Admiral Frank Thorp

It should come as no surprise to find out the Chief of The "USS Hartford Liars Den" in the Navy's attempts to cover up the truth is none other than Rear Adm. Frank Thorp, the Navy’s chief of misinformation. Attempts were made to reach out to him at 1(703)697-7391 (Main Number for his office)but he sees himself far too important of a Flag Officer to speak with a CIVILIAN sticking his nose where it does not belong, interfering with the Navy's already blown Operational Security around the Nuclear Fast Attack Submarine, USS Hartford's MONUMENTAL COLLISION with the SS New Orleans.

Let us start with this...one of Rear Admiral Thorps henchmen in the Navy's office of MISINFORMATION, one Lt. Shaun Robertson still has not ANSWERED our questions, though he did try to RE FRAME those questions in a morning phone call. More importantly, I asked Lt. Robertson to EMAIL the answers he did give me so that I could VERIFY the Navy's answers, and at an appropriate later date use them to impunge their character, and prove in a complaint to the Navy's IG that Rear Admiral Thorp and his staff when presented with STRAIGHT FORWARD QUESTIONS lie if it suits their purposes, even when the public has proof that REFUTES their CANNED Propaganda. Let us preserve the Nuclear Navy's SAFETY MYTH, hide radiation leaks at all costs...is that the name of the play there Mr. Thorp...yes, you are correct in assuming I afford your stripes NO RESPECT. Even the sin of DELIBERATE OMISSION makes you nothing more than a liar, the leader in the proverbial Den of Thieves.

The Navy's Submarine Group prides itself on its silence, is willing to go to great extremes to protect it...it is literally a part of the fabric of those who have spent time in the Silent Service. The Nuclear Navy takes the old naval adage "Lose Lips Sink Ships" to new and dangerous extremes. Do you think I and other bloggers are unaware of the Submarine Creed, the unwritten order that speaking about a mission or AN ACCIDENT is considered A BREECH OF OPERATIONAL SECURITY. Tell me Mr. Thorp how we get to the latent weaknesses that caused this accident? How can similar accidents be avoided if your dearly loved CODE OF SILENCE allows these latent weaknesses to go uncorrected. What happens when the next time occurs, and your Nuclear Navy is not as lucky as they were this time around?

We already know the CO is gone...he failed in JOB ONE, or at least makes a convenient SCAPEGOAT in appeasing those that must be appeased, such as Congress. What is JOB ONE? Avoid a Tier 1 EVENT...WHOOPS, failed that one now haven't we? (For those wondering, a Tier One event is a grounding, collision or death.)Someone pass that man a bottle and a shot glass. In a nuclear powered Submarine (or other military vessel)we as a nation and a world cannot AFFORD accident, cannot afford collisions as the cost in human lives lost in a serious incident are far to grave to even consider in this post. Simply stated, the entire crew of the USS Hartford should be summarily dismissed and processed for discharge...like it or not, a ships crew is a TEAM, and this is even more true on board a sub, and a team either succeeds or fails as a team...this team HAS FAILED. (ORSE scores aside.)

Let me give you an example of the Stupidity of your CODE OF SILENCE there Mr. Admiral Thorp. I live in New York, was in New York city the day the twin towers went down. Unlike Janet Napolitano, I am not willing to call Terrorist Attacks and those who plan/perpetrate them as "Human caused disasters." I want a secure America, want our border with Mexico closed, and those that are not supposed to be here (including Illegals Aliens) deported. I want DHS and our military doing their jobs, and using some commonsense...the Navy seems to often to IGNORE commonsense. I'll not share everything I have surmised about the USS Hartford incident, but instead will illustrate my point in a different fashion.

You hold an event in the Navy (in April) to celebrate the April 11 (I think 1900) purchase of a gas powered submarine, that event being if you will the BIRTH DATE of the modern American Submarine service. You can get information on various plans at various locations as each base holds its own separate events (one for enlisted men and one for officers) to celebrate the Birthday of American Submarines. Without even trying, I was able to identify 17 Bloggers that are married to members of the Navy blogging about this event, including the exact location of the Event at the Hilton Hotel.

Let me guess here Admiral Thorp...IT NEVER OCCURRED TO YOU or your staff to have Operational Security for these events...how many high ranking members of BASE COMMAND usually attend these events. (Having attended a few, and been in hotels while others were being held, I have a pretty good idea.) Have you or anyone else ever asked yourselves how easily one of these events could be COMPROMISED when information about the when and where of them is SO EASILY AVAILABLE ON THE WORLD WIDE WEB?...HELLO, 17 BLOGGERS, and I did not even break a sweat. Maybe it is just me, but if these wives of Officers need their online stitch and bitch sessions with each other, it MIGHT make good sense to give them a blogging area behind a firewall or two?

Your ability to keep speculation down among those that have retired from active service is NO BETTER. Have you or your staff really started LOOKING to findout out what all is actually out there on the net, including some very well written surmises from people in the know on the USS Hartford incident? This post will continue in another article where we can discuss for instance the Steel Plate issue, its adequacy or lack thereof on the USS New Orleans. A BUMP with a submarine left a gaping 16-18 foot hole in this ship, and spilled 25,000 gallons of fuel. I have some DESIGN CONCERNS here folks, and think they should have been caught and foreseen BEFORE THIS ACCIDENT. Obviously we have a thickness and strength question, but even more alarming...who SIGNED OFF ON THE FUEL TANK(s) BEING SO ACCESSIBLE to Enemy Attack? Think here a well aimed should aunched rocket could create a serious issue? Is that a part of this investigation, and will the up line officers guilty of this stupidity see their careers ENDED?

Submarines routinely discharge radioactive waste into the ocean (Actually, I'm surprised that this guy doesn't know that). Technically, primary coolant isn't dangerously radioactive. Additionally, the reactor compartment is sealed with a locked vault door; piping leaks are not a problem, since the water would never reach the crew compartments.

It is the first surface ship ever designed in "virtual reality,” using computer modeling to design most of the ship before any steel was ever cut. It is also the first to feature the Advanced Enclosed Mast/Sensor system that replaces conventional masts, protecting radar and communications antennas from weather and allowing their electronic signals to pass through. The San Antonio class will functionally replace more than 41 ships (LPD 4, LSD 36, LKA 113 and LST 1179 classes of amphibious ships) providing the Navy and Marine Corps with modern, sea-based platforms.

WASHINGTON, May 2 (Reuters) - The San Antonio, first in a new class of amphibious warships built by Northrop Grumman Corp (NOC.N), has been certified as fit for sustained combat service, the U.S. Navy said on Friday.
The Navy declared the San Antonio, or LPD 17 class, had reached "initial operating capability" 12 years after its funding began.
"We've had some challenges to overcome with LPD 17," Rear Adm. Charles Goddard, program executive officer for ships, said in a statement. "But reaching this milestone is a testament to the collaborative efforts between the Navy and shipbuilding industry."
In an effort to stabilize the U.S. shipbuilding industrial base, Northrop Grumman, prime contractor for the LPD 17 class, said on March 31 it had awarded a subcontract to General Dynamics Corp (GD.N) for work on the eighth ship in the class, the Arlington. Terms were not disclosed.
The San Antonio is on track to deploy with the Iwo Jima expeditionary strike group later this year after wrapping up its crew's training, the Naval Sea Systems Command said.
Two other ships of the class, New Orleans and Mesa Verde, have been commissioned and are undergoing training before moving toward integrated operations with their future strike groups.

Open Letter To Fifth Fleet Command-Bahrain

Dear Stephen James:

I am writing as a citizen of the United States of America who believes transparency, honesty even when it hurts is the best policy. As the husband of a wife who was diagnosed with Breast Cancer which I attribute to our close proximity to the problem plagued Military/Commercial Indian Point reactors owned by Entergy, it is my belief that citizens have the right to FULL DISCLOURE of all radiation leaks, even when those leaks run contrary to our Military's Operational Security...I do not believe in acceptable collateral damage in the name of nuclear convenience or National Military Superiority when the killer is invisible, and affects people years after the event that contaminated the person or area has left the scene, cannot be held accountable. Having a great familiarity with the Gaseous Diffusions Plants, being involved in the Anti Nuclear Movement now for decades, am too familiar with the means used by our government, the DOE, and DOD to do anything within their power to distance death away from the nuclear contaminants that caused it.

I provide this explanation as a means of setting the stage for the questions I am about to put forth on the USS Hartford Collision with the USS New Orleans that resulted in a 18 foot diameter hole being torn/ripped, smashed or punched into the Hull, doing significant damage to the ship, and contaminating the potable water of the world with the significant spill of some 25,000 gallons of deisel into the Straight of Hormuz.

For those of us that do a lot of Googling, the Storyline being put out by the NAVY's Press/Propaganda machine is not adding up. The visible damage we have been shown, the additional details slowly getting out paint a picture of a near catastrophic accident between these two vessels. The Press Releases (IMO) are meant to deceive, meant to distract people and the press away from the truth. Someone has very carefully stated to the media that there is no harm to the USS Hartford's Nuclear Propulsion System. That is like me driving a Chevy Vega into a brick wall and announcing to the world the tires are in perfect working order. The question, or one of them is, and should be , "is it true that cracks were discovered in the reactor cooling pipes? Checking with some friends of mine, including someone that used to do underwater welding, and has extensive knowledge in the nuclear industry have come to the conclusion that the USS Hartford cannot have been involved in the collision that it had with the USS New Orleans without doing significant, even fatal damage to the piping system that provides reactor cooling.

Those suspicions on my part were/are born out by reports coming from local sources in Bahrain that the Navy has been presented with requests for water sampling from underneath the Nuclear Submarine too ascertain the severity of radioactive leaks.

1. Did the collision between USS Hartford and the USS New Orleans (this includes all events leading up too, during and after [after to be construed as ongoing until the vessels have been repaired and returned to active service] result in the release (in any fashion or by any means) of any radioactive materials (solid, liquid, gas,particle or other means of distribution) into the environment, including within the confines of the submarine, or into the totality of the environment outside of the Submarine.

2. Were any members of the crew, other members of the military (both domestic and foreign) or civilians exposed (in any fashion, and to any limits no matter how small) to radioactive exposures of any type or kind? Please identify by number how many people were exposed, means of exposure and/or ingestion, and the amounts of exposure.

3. Are there on going and/or continuing releases of radiation contamination, and further, what tests are being conducted to test the structural stability of each and every connection, weld joint and pipe within the Cooling System.

A careful review of the photographs so far released to the public show damage to the plane, sail and other exterior structures of the USS Hartford, including but not limited to some serious damage and buckling of plating. Collisions of this nature have obvious damages, and invisible damages that are not discernible to the hidden eye, sometimes weakened welds that cannot be seen even by the most practiced professionals and engineers. In the name of CREW SAFETY, what steps are being taken during the course of investigation and repair to locate, identify and repair these hidden damages that exist on both Naval Vessels? Some additional questions:

1. How thick was the Armor Plate on the USS New Orleans at the point of impact? Further, how far into the USS New Orleans did forward progress carry the USS Hartford. Does the diameter of the point of entry, coupled with the depth of travel/interior damage coincide with the 7 knots/20 knots speed reports that are now out in the public domain?

2. Were any structural beams and/or interior support systems damaged in either or both of these vessels, and if yes, please specifically identify these damages.

3. The sail on the USS Hartford appears to have not only been bent, but actually torn from the hull of the submarine. This indicates numerous problems including a bent periscope(s) as well as the possible damage of the door that would open into the control room. Please describe the damages with specificity.

Early rumors and articles that have appeared on the Internet make it clear that the accident was/is far more significant than the Navy has admitted to the American Populace, admitted to the families of those serving on these vessels. One has to wonder if the USS Hartford can ever be made safe enough to sail again, can be made safe enough even too sail back to America...simply stated, there are too many unanswered questions, and it would be unconscionable to risk the lives of our American Sailors, asking them too board a sub that is not RIGHT, asking them to risk their lives, risk exposure to cancer causing radioactive contaminants just to limp home a critically injured, perhaps all but dead submarine.

Figures being tossed around have a low ball estimate for repair sitting at around $25 Million, and going North from there. The Fifth Fleet flew and emergency damage assessment/repair crew out of Hawaii to the tune (as we understand it) of 17 Engineers and other staff, with supposedly 24 more following them later this week. That is a MASSIVE team for TEMPORARY repairs. When you realize the hole in the USS New Orleans is almost half the size of the one terrorist blew into the side of the USS Cole, and you realize just how serious this accident is, and have to question the ability of either vessel to safely make it home under their own power. What if any steps are being considered right now to use other alternative means to return these ships to their home ports for repair and/or retirement from the fleet?

Lastly, I point out that I made a formal Allegation on 3/23/2009 that was summarily dismissed, not because it lacked merit, but because it was inconvenient to Operation Security, or more appropriately, it asked questions that the NAVY does not want out into the open arena as it would hurt the image of the Nuclear Navy, hurt the image of the nuclear industry. My question...it is SOP to dismiss the legitimate and well founded complaints of American Citizens when they follow the proper protocol, bring their concerns to the Navy's Office of Inspector General?

The plot thickens...the Navy is scrambling to figure out just what they are willing to share with the Green Nuclear Underground while at the same time maintaining Operational Security in Theatre...in short, they are lying to US or LYING TO THEM (Bahrain) about the severity of the damage too the USS Hartford Nuclear Submarine. Lt. Shaen Robertson is working on finding me some answers, but feel very confident in stating to my readers that the Nuclear Submarine USS Hartford IS LEAKING RADIOACTIVE MATERIALS OF SOME KIND. As is the case with all areas of government, you have to ASK THE RIGHT QUESTIONS, then draw your own intelligent conclusions based upon the presentation of the facts, or lack thereof.

1. The story put out to the press..."There is no damage to the NUCLEAR PROPULSION SYSTEM." Sounds good, it is meant to, meant too see you (or reporters) lose interest, let the story die. Lets look at Nuclear Propulsion:

The use of energy released by a nuclear reaction to provide thrust directly, as distinct from nuclear-electric propulsion.1 A nuclear propulsion system derives its thrust from the products of nuclear fission or fusion, and was first seriously studied by Stanislaw Ulam and Frederick de Hoffman in 1944 as a spinoff of their work on the Manhattan Project.

During the quarter-century following World War II, the Atomic Energy Commission (superceded by the Department of Energy in 1974) worked with various federal agencies on a series of nuclear engine projects, culminating in NERVA.2 One way to achieve nuclear propulsion is to heat a working fluid by pumping it through a nuclear reactor, then let the fluid expand through a nozzle. Considering that nuclear fission fuel contains more than a million times as much energy per unit mass as chemical fuel does, this sounds promising. But the approach is limited by the temperature at which a reactor and key components of a rocket, such as a nozzle, can operate.

The best working fluid to use is hydrogen, because it is the lightest substance and therefore, at any given temperature, consists of the fastest-moving particles. Chemical rockets cannot produce hydrogen as an exhaust because hydrogen is not the sole product of any practical chemical reaction. With unlimited nuclear power, however, it is not necessary to react or burn anything; instead, hydrogen gas could simply be heated inside a nuclear reactor and then ejected as a high-speed exhaust. This was the idea of the NERVA project. Other concepts in nuclear propulsion have
sought to circumvent the temperature limitation inherent in circulating the working fluid around a reactor by harnessing the power of runaway nuclear reactions.

Among the most important historically of these has been the nuclear pulse rocket, designs of which were developed for Project Orion and Project Daedalus. See also antimatter propulsion. NASA has recently revitalized interest in nuclear propulsion with its Project Prometheus. One of the possible systems that could be developed in the future by NASA as part of Project Prometheus is based on the idea of microwave-induced fusion propulsion.

To get to the meat of the issue, you have to understand that the Military (in this case the Navy) loves splitting hairs in the name of Operational Security...especially if they NEED TO HIDE SOMETHING BIG. The Nuclear Propulsion system is NOT THE REACTOR, nor (pay attention) the Nuclear Reactors COOLING SYSTEM. Water in, water out....a very simple explanation of a complex issue...we will explain in another post why we believe the Cooling System on the USS Hartdord (among other things) is severly COMPROMISED...that is tech talk for FUCKED.

2. Now, ask the follow up question of Lt. Robertson, "The NUCLEAR PROPULSION SYSTEM IS FINE, what about the reactor itself, and the extensive system of pipes and values that are the reactor's COOLING SYSTEM?" Dead silence for about ten seconds followed by, "The Nuclear Propulsion System is fine.

"That's not what I asked about Lt. Robertson, I asked about the Cooling System, I asked if the reports are true about water sampling being done UNDER THE HULL to ascertain the significance of the radiation leaks (yes, plural). UH, ummm, uhhhh, hmmmm, again, the Nuclear Propulsion System is fine.

Where we are right now...I have given Lt. Robertson a very specific list of questions I want answered...I am convinced there is an exclusionary zone around this incident. He "his words" is going to find out just what questions they (Navy High Brass) can and will answer and in what fashion and have someone return my call as soon as possible.

This is a BLOGOSPHERE SCOOP folks, and a story every Anti Nuclear person needs to get to the bottom of, Operational Security be damned....their blanket of secrecy is already failing, and the Military/Commercial Nuclear Renaissance people want this story STUFFED! USS Hartford Nuclear Propulsion System Leaking Radioactivity...Is Reactor DAMAGED...

The USS Hartford docked at Mina Salman pier has apparently been surrounded with protective booms as local Public Commission for the Protection of Fisheries, Environment and Wildlife Shaikh Abdulla bin Hamad Al Khalifa issued orders for the officials concerned to follow up on the environmental impact the incident may have on Bahrain. It was first thought that this piece of information concerned the 25,000 of Light Crude/Diesel that the USS New Orleans spilled when a 16-18 diamter hole was punched into its hull...it now turns out there could be far more worrisome issues.

It seems that Shaikh Abdulla bin Hamad Al Khalifa wants WATER SAMPLES from under the Nuclear Fast Attack Sub USS Hartford to ascertain the severity of the RADIOACTIVE LEAK!

He said that officials are monitoring the situation with the US Navy regional environment affairs co-ordinator and Mutual Emergency (MEMAC) and Bahrain port authorities after the vessels were transferred to Bahrain waters for maintenance work.

"We ensured containing the environmental impact from the oil leaks with the use of rubber booms," said the spokesman.

He said that the public commission requested the US Navy to be provided with samples from under the submarine to be analysed as soon as possible at one of the neutral labs in the region.

"The move aimed at establishing the level of the radioactive leak," said the spokesman.

He said that Bahrain authorities also requested an urgent report on procedures that ensure safeguarding marine environment and the health of the workers during maintenance work on the submarine in Bahrain.

"The public commission, in co-ordination with the Royal Navy, learnt that the submarine's fuel was not affected from the collision," said the spokesman.

"The US Navy regional environment affairs co-ordinator also assured us in an urgent reply that the submarine contains measuring and early dedication equipment to monitor any leak of nuclear fuel." (These are the same hallow false propaganda reports the NRC gives us all the time...same thing we heard when Indian Point leaked 100,000 of tritium laced water into the Hudson River, the same excuses they give to deny their guilt in my wife's cancer...what is the real truth MC2 Kirby?)

Let me be clear...the Collission of these two Naval Vessels is possibly as close as we will ever come to sinking two American Naval Vessels, one of them a nuclear submarine...and all through our Military's own ingnorance and poor troop performance. Well done Nuclear Navy, you must be so proud of the exclusionary zone you have thrown around this almost Chernobyl event...at least now Admiral Skip Bowman can stop his lie of the nuclear Navy never having a serious accident?

This blogger cannot prove it, but I am officially stating for the record that it is my belief that SERIOUS DAMAGE was done too the Propulsion System of the USS Harford. Hyperbole you say...I believe this enough that I am going to go over the head of the Naval Inspector General who dismissed my first complaint within half and hour of my filing it, and going to both the Pentagon and White House. Who was at the Helm that this much damage was done to these two vessels? Also, why are you still keeping the significance of the damage out of the media...what are we at so...well North of $25 Million?

The USS Hartford hit the USS New Orleans with SUCH FORCE that it almost sheared off its own sail, ripping it along the entire length of its seam, and doing significant damage to the plane. The USS Hartford was under water at the time of the collision with the New Orleans...this was NO BUMP...what makes me believe this? The sixteen foot diameter hole in the Hull of the USS New Orleans. Let me repeat that...the SIXTEEN FOOT HOLE IN THE HULL OF THE SHIP. The sub rolled itself at least 85 degrees before freeing itself, and the USS New Orleans had to be saved from capsizing, suffering INTERNAL SHIP DAMAGE. This explains the injuries suffered by ten percent of the Hartford's crew. Where are some first hand accounts of this crash? I mean lets be real, a car chase brings out six heliocopters and four FOX News crews....this should still be breaking news at six PM.

As this message is being written, over two dozen special team members have been flown over to make EMERGENCY in theatre repairs as the US NAVY hopes to repair the two vessels enough to LIMP THEM HOME under their own power....especially since it seems impossible right now to get the Nuclear Sub back home to America except under its own power...which raises another question....what if I am right in my belief that there has been damage done to the NUCLEAR PROPULSION SYSTEM? Lastly, should the National News media be sitting on such a HUGE STORY, keeping the truth from the American public? The U.S. Navy submarine and U.S. amphibious ship that collided in the Strait of Hormuz March 20, have been undergoing extensive engineering and damage assessments since pulling into Bahrain March 21.

Engineering and technical experts arrived in Bahrain to assess the damage to USS Hartford (SSN 768) and USS New Orleans (LPD 18). They will augment Mid-Atlantic Regional Maintenance Center (MARMC) Detachment Bahrain. These are not just Engineering and technical experts, but the BEST AMERICA HAS...they are there trying to save a submarine, and the USS New Orleans.

Twelve Pearl Harbor Naval Shipyard (PHNSY) personnel and two Naval Sea Systems (NAVSEA) experts are assessing the damage to Hartford and New Orleans and have begun initial in-theater repairs.

While overall damage to both ships is being evaluated, investigators believe Hartford rolled approximately 85 degrees during the collision. That is one MOTHERING FUCKING HIT for a NUCLEAR SUB...there is STRUCTURAL DAMAGE that has to have had an affect on the nuclear propulsion drive.

Despite the roll, engineering investigations have confirmed the propulsion plant of the submarine was unaffected by this collision. As if they would admit any different? The sub drive through A SHIPS HULL, punched a 16 foot diameter hole in it, but EVERYTHING IS FINE? However, Hartford sustained damage to its sail and periscope, as well as the port bow plane.

New Orleans suffered a ruptured fuel tank. Divers have determined the resulting hole is approximately 16 by 18 feet in size. There was also interior damage to two ballast tanks.

In addition to the engineering efforts, two formal investigations are currently underway: a Safety Investigation and a Judge Advocate General Manual (JAGMAN) Investigation. So why was my formally filed citizen complain to the Naval Inspector General Dismissed...everything I alleged is being born out TO BE TRUE, including the lying and coverup. Capt. Craig Kleint, the Dock Landing Ship (LSD) Class Squadron commodore has been appointed as the investigating officer (IO) for the JAGMAN investigation. A senior O-6 submarine officer has been named as the senior member of the Safety Instigation Review, but his name is not releasable until the investigation has been completed.

The Safety Investigation Board is appointed to identify hazards and their causal factors in serious incidents. Their report is an essential tool to identify causes to prevent recurrence.

The JAGMAN investigation is intended to provide a critical and objective overview of what, happened. Kleint, a nuclear-trained surface warfare officer, is joined by a post-command submarine officer. They are supported by a three-person legal team.

Naval Surface Forces (SURFOR) and Naval Submarine Forces (SUBFOR) are providing extensive support to Commander, U.S. Naval Forces Central Command (NAVCENT) for the Safety Investigation Board and JAGMAN investigation team.

Both investigations have a 30-day initial timeline, but extensions may be granted if more time is needed to complete the investigation process. SURE, BUY TIME, THEN QUIETLY RELEASE THE REPORT LATE ON A FRIDAY.

Hartford and New Orleans were on regularly scheduled deployments to the U.S. 5th Fleet Area of Operations conducting maritime security operations (MSO) when the accident occurred.

NRC Commissioners Under Investigation FOR DBT Fixing

Greetings Anti Nuke Friends...This is an all hands on deck moment, our chance to hand the entire group of Commissioners a serious gut punch for CHEATING when it comes to the DBT. I was (which is not unusual) upset when I learned the Commissioners had once again voted against staff recommendations regarding the strengthening of the DBT (Design Basis Threat) document which dictates what weapons a licensee must be capable of defending against.

I did what I usually do...fired off a scathing ACCUSATION which outlined some of what I know to be a fact, pointing out why I knew the Commissioners were worshipping at the Nuclear Temple of Taint at NEI. Good news...the Inspector Generals Office has informed me that they are going to investigate my allegations, want to set up a time to interview me further on my allegations.

This is where all you in the Anti Nuclear Arena come in, and can become involved. ANYTHING related to REACTOR SECURITY (which if you think about it is ALMOST everything) and the DBT that you want addressed email to me via this email. I am specifically interested in instances where you feel the Commissioners have cheated on the DBT, or have ignored your CONCERNS and ALLEGATIONS regarding the DBT and security issues. The U.S. military has identified two trainers killed Friday by an Afghan National Army soldier.

Lt. Florence B. Choe, 35, of El Cajon, Calif., and Lt. j.g. Francis L. Toner IV, 26, of Narragansett, R.I., died Friday when the insurgent opened fire on personnelassigned to Combined Security Transition Command — Afghanistan at Camp Shaheen in Mazar-E-Sharif, Afghanistan.

Since the invasion of Iraq, have done a good job of supporting our troops even if I did not support the war, or Bush's decision to fight it...I am reaching a point where I am no longer sure I can continue to SUPPORT our troops. Re-enlistment according to news reports is up, which means these soldiers are now willingly doing three, four, even five tours (this excludes those who through stop gap are being forced against their will to serve). Worse, many of them are encouraging young men and women to enlist...that is an unforgivable sin.

It is disturbing to see Barack Obama embracing the same concepts of Nation Building that tainted the Bush years...it is policy I do not, cannot and will not agree with. It is not the place of America to be out spreading Freedom, it is a waste of both American blood and treasure we as a nation cannot afford to spend. We have our own insurgency on our Southern Border, we have over 12 million illegal alien insurgents, sleeper cells infesting and weakening the very fabric of America right here at home, need our troops here protecting America, rather than dying in some foreign land. I want to see our Soldiers home on leave speaking up against a wrong policy, a wrong war, do not want them speaking out in our schools and on college campuses encouraging our young men and women to enlist...it amounts to Death Recruiting, lying in the name of Satan himself...honorable men do not encourage our children to sacrifice their lives for wrong wars.

At 53, history begins to repeat itself, the images of Vietnam War protests flickering across my mind as a restless Main Street wrestles with themselves, wanting to support our troops, growing weary of never ending conflict. Nuclear Renaissance Dying on Vine As America Sees Through NEI Funded Propaganda Campaign

The nuclear industry and NEI are livid as they watch their dearly beloved Nuclear Renaissance and all the FREE HUNDREDS OF BILLIONS that come with it withering, dying on the vine as America begins to see through the six year full court press Propaganda Campaign NEI carried out to do away with and discredit the Anti Nuclear Grassroots. We are still here, still standing toe to toe with the industry, and the tide is beginning to turn. A carefully orchestrated Pro Green Nuclear Advertising Tsunami failed to drown out our voices, and people are waking up too some very important reasons why NUCLEAR WILL NOT WORK, key among them described in just two words...Time and Money.

The proposal to include nuclear power in the Kyoto Protocol CDM is currently being discussed at the UN Climate talks in Poznan These talks coincide with a run of bad news for the nuclear industry that makes its claims of clean cheap power even harder to justify. Following the news of soaring costs for the European Pressurised Reactors (EPRs) in France and Finland and in the estimated budgets for reactors planned in the US, came the news that South-Africa – till now seen as one of the most promising candidates for a so-called nuclear “renaissance” – is backing off for a while: the planned French reactors are simply too expensive. (TOO EXPENSIVE, backing off...sounds like TIME AND MONEY.)

Sometimes in life, timing is everything, and for the nuclear energy industry the crashing of Wall Street, the two trillion (so far) in bailouts paid for with taxpayer dollars could not have occurred at a worse time. Simply stated, a Nuclear Renaissance, the deployment of a new American Fleet of nuclear reactors requires Energy Subsidy compliments of our taxes in numbers that are STAGGERING in normal times, completely unacceptable when America sits perched on the edge of financial ruin. A Nuclear Renaissance must have a willing populace ready to give reactor owners and the nuclear industry at least $3 trillion dollars, and that figure could quickly soar to at least $9 Trillion, even more if we factor in the costs to be incurred with the wrongful even criminal deployment of GNEP. Congress knows America will not tolerate the tab that NEI wants us to pick up for their renaissance, or more appropriately, resuscitation.

The other reality that is causing Nuclear to wither on the vine as a viable contributor to solving Global Warming...the nuclear industry cannot deliver, cannot deploy enough reactors to make a difference in a timely fashion. The NRC has put dozens of communities at risk by rubber stamping the license renewal applications of America's crumbling fleet of reactors...it was deemed in our best National Interest to RISK 20 more years of operation for failing reactors...we can all hope and pray that the Blind Trust the NRC has placed in the industry's ability to keep these nuclear monsters bandaged together works, but those 20 years will fail to buy the nuclear industry what they need...time, and lots of it. Let me begin with the current fleet of nuclear power plants, and the issue of life extensions. As many of you know, about half the current U.S. fleet has received or is in the process of applying for a 20-year license renewal. Many—perhaps most—of today’s commercial nuclear plants, therefore, could have another 20 years of operation. But then what do we do? One of the most challenging projects under way at the NRC right now is asking whether these plants could continue to operate safely from 60 years until… well, we don’t actually know what the technical operating limits of these plants are. And that is the point. In February, the NRC co-sponsored a conference with the Department of Energy to begin figuring out what questions we would need to answer to consider life extensions for plants beyond 60 years. We are only in the early stages, but so far we have determined that there are several areas that we need to closely examine. These include: (It is note here, that the NRC decided to rubber stamp license renewal applications to give the industry until 2050 to get its act together, and deploy REPLACEMENT reactors for America's aging fleet...Dale Klein's admission here that the NRC staff's MOST CHALLENGING project is finding ways to push the life span of these reactors beyond 60 years show us the TRUE FAILURE OF THE INDUSTRY, proves they cannot meet their promised deployment schedules in a timely fashion, cannot HELP AMERICA solve Global Warming.)

No doubt, we will learn as we go along, and perhaps add other issues to that list as we move forward. But I think this list gives you an indication of how complex this issue is—and at least to me, fascinating. As I said, we are only beginning this process, but I do want to add one other point. No matter what the science ultimately leads us to conclude about the feasibility of life extensions beyond 60 years—and I certainly have no intention of prejudging the issue—we will accumulate a vast amount of extremely important information. The data we collect, and the scientific and engineering questions we answer, will contribute to the NRC’s ongoing efforts to implement a risk-informed and performance-based approach to licensing and regulation. Refining and improving our probabilistic risk assessments will enable us to understand, license, and regulate the plants of the future that much more effectively.

To put nuclear where it wants to go, to make them (if they are right) where they want to be in playing a part in reducing CO2, in helping to solve Global Warming, they need to deploy some 200 Nuclear Reactors here in America, a total of 4000 of them world wide by the year 2050. DO the math...just here in America that requires the Nuclear Industry completing and starting up FOUR REACTORS. Right now there is only one company in the entire world that can make a key component of these new reactors. Additionally, there is a huge and increasing worker shortage problem staring the industry in the face...even addressing these and other issues takes time that the industry does not have.

There is an effort to revitalize college programs that will educate and train a new Nuclear Work Force...they cannot produce enough qualified applicants to meet the demand that all these new reactors would create, and for at least the next 15 years, would have trouble filling the positions available at current nuclear facilities as the aging work force retires. It will take 10-15 years to build the necessary manufacturing infrastructure necessary to meet the kind of nuclear demand for new reactor builds that the NEI and World Nuclear are pushing for. No reactor has ever come in on time, and on budget. Being generous, from start to finish it is going to take at least five years per reactor (being WAY GENEROUS HERE)to build a reactor...add to that at least three years to get a permit though and approved (there will be litigation and legal fights for every permit), and we are looking at maybe 2020-2025 before the first NEW BUILD REACTORS start appearing on the American Map. NRC worker shortages, a shortage of ON SITE inspectors will slow the process down even further...as we speak, the worker shortage at the NRC is getting so severe that they are deliberating GREEN LIGHTING reactor inspections at current licensed facilities to free up the required extra inspectors at sites who have had issues...a perfect example of this is Indian Point owned by Entergy.

Time is money, money that we will have to come up with...if you look at the rules the nuclear industry has SNUCK INTO LAW, we the taxpayers will have to pay for ALL THE COST OVERRUNS when the industry gets bogged down. Their hope...stop litigation against their strong armed tactics. Forced nuclear is not an option. Face it NEI, you are losing momentum, and with it your last chance at saving this failing industry...YUCCA MOUNTAIN is gone, and now the DOE, NRC and NEI are so desperate to get a storage facility, any storage facility up and running that they are trotting out the same old game they tried with Low Level Radioactive Waste. Regional Temporary storage facilities...HELLO, IT IS A SCAM.

Nuclear power opponents argue that the industry shouldn't expect or need government support, some fifty years into its existence. In a hotel conference room populated mostly with gray-suited older white men (THINK WALL STREET BAILOUT!), industry executives repeatedly called for an expansion of federal loan guarantees for new nuclear plants. (OVER FIFTY PERCENT LOAN FAILURE RATE on the Nuclear Loans made for the first generation of reactors...let us NOT REPEAT HISTORY.)
Early on in the conference, NEI president and CEO Frank L. "Skip" Bowman said, "We use loan guarantees in this country to support ship building, steel making, student loans, rural electrification, affordable housing, construction of critical transportation infrastructure, and for many other purposes. Please don't tell me that America's electric infrastructure is any less important." He added, "I wish someone would tell me when the word 'subsidy' became a slur, a four-letter word. ... What is there of value in American life that is not subsidized, to some extent?" (No other industry has gotten the amount of GOVERNMENT WELFARE that the Nuclear Industry has recieved, and after 50 years, they are still a failing industry...furthermore, look at the example he used...they are PUBLIC INFRASTRUCTURE. NEI, Skip Bowman and the nuclear industry want us to TAKE ALL THE FINANCIAL RISKS to build their PRIVATELY OWNED RUN FOR PROFIT REACTORS! Meanwhile, when they screw up (and they will) and there is another CHERNOBYL, we will be left with the TRILLION DOLLAR CLEAN UP TAB thanks to the Price Anderson Act.

America, here is TRUTH...what the DOE and NEI hope, is they can fool one, two, up to four communities into playing host to what is supposed to be a temporary storage facility. Once they get you under contract, they get Congress to pass a law making YOUR COMMUNITY IT, IT beign the national repository for all the nuclear SHIT.

Look at any part of the nuclear fuel cycle, and you see FAILURE, and as these failures mount, TIME becomes more and more an issue. DOE's MOX facility that is not even working yet just lost its ONLY CUSTOMER, Billions of American Tax dollars down the toilet. Classifying Depleted Uranium as a future use resource bought the NRC a quarter of a century, but now the time has come to DEAL WITH THE WASTE...they have NO PLACE TO PUT IT, so now they want to reclassify the waste as the least dangerous in the world. FALSE...in fact, Depleted Uranium gets more and more dangerous as the decay process creates far more dangerous daughter chains of cancer causing radiation. Again, the industry and agency meant to oversee it have failed, and are running out of options and time and they know it.

With each passing say and week, the failures of the industry are mounting. America is not willing to go for nuclear until they can PROVE they can deal with their waste streams, and short of picking a part of America to act as a SACRIFICE ZONE (think Marshall Islands), the nuclear industry cannot safely deal with their waste streams, have no way of putting the nuclear genie back in the bottle.

After some fleeting references during the recently concluded presidential election campaign, any mention of expanding the nation's nuclear power generating capacity seems to have vanished. The "nuclear" in the proposed 2010 Federal Budget is for continued research on storage and disposal of waste, securing weapons and the destruction of warheads. The preliminary budget outline for the next ten years (2010 through 2019) calls for spending $15 billion per year on renewable energies for both research and implementation by way of subsidies and direct investment. The funding is to come from the proposed "cap and trade" permits greenhouse gas emissions that will be "sold" by the federal government. The renewables mentioned include but are not limited to wind, solar, geothermal and biomass. Nuclear power research or implementation is not found.

Currently, about 89% of US electrical generation comes from 3 sources: 49% from coal, 21% from nuclear and 19% from natural gas. At present, wind generation contributes about 2%, geothermal 0.3% and solar 0.004%. The other major source is hydroelectric power at around 6%.

In France, 78% of electrical power generation is from nuclear; Belgium is 54%; Republic of Korea (South Korea) is 39%, etc down to China that generates about 2% of their total electricity from nuclear plants. Interestingly, of the 29 nuclear plants currently being built around the world, 15 are in Asia with 7 in India and 4 in China. There are currently 435 plants worldwide with 103 in the US followed by France with 59, Japan with 55 and Russia with 31.

In the US, there are 26 applications to built nuclear power generating plants. The last plant to be placed on line was in 1996 based on an application entered in the 1970s. The approval process is estimated at 15 to 20 years and plants, depending on their capacity and location and expected length of time for approval can cost from $5 billion to $12 billion dollars. Most need to be backed by government loan guarantees of privately arranged financing. Included in plant costs are reserve funds for storage and transportation of any nuclear waste and eventual decommissioning and clean up.

Wall Street Journal, Entergy, Nuclear Lies...Taking on Mr. Leonard

Below is a rebuttal I wrote to Entergy's Leonard regarding an interview he did with the Wall Street Journal...because our Press now routinely stifles free speech, it is doubtful they let my rant go through on their electronic response area so I took the liberty of a copy past to here, and expanded on what I wrote there. Find it sad that the Wall Street Journal would put out a major article on Obama's Cap and Trade and tag a Nuclear Industry's worst polluter as the mouth piece in favor of it since Cap and Trade is nothing more than a nuclear subsidy hidden as a means to save us from Global Warming.

First, a few things about myself:

A) I was the founder and creator of the Anti Nuclear Blog Green Nuclear Butterfly as well as this Green Nuclear Underground Blog.

B) I with others including Remy Chevalier from Rock the Reactors founded FUSE USA to oppose the wrongful relicensing of Entergy's Indian Point Reactors which are leaking cancer causing tritium and strontium 90 into my/our environment, and the Hudson River just 24 miles upstream from New York City. (It is noted here as one example, that on or about February 21 of this year a MAJOR PIPE BURST dumped over 100,000 gallons of tritiated water into the Hudson via Indian Points discharge canal.

C) Nuclear Energy does cause cancer...the NRC, DOD, DOE and the NEI along with the nuclear industry have decided a certain number of cancers in the name of National Security and the best interest of America are acceptable...as a man who's wife was diagnosed with Breast Cancer last year, as someone living less than three miles from Indian Point I respectfully disagree, and wish to disagree with some of the falsehoods presented in J. Wayne Leonard's Propaganda piece in your publication.

J. Wayne Leonard, chairman and CEO of Entergy Corp., one of the largest U.S. energy companies and the No. 2 generator of nuclear power, is no stranger to the many contradictions of American energy policy. "Every body's gums are still bleeding from the '70s," he says of nuclear power, noting that today's technology is far superior to its Three Mile Island vintage.

This sounds good...only one problem Mr. Leonard...most [as in all] of the reactors in operation today are of the same or older vintage knowledge as that associated with Three Mile Island...in fact, the Nuclear Reactors at Indian Point are some of the earliest ever approved and built in America. The technology that might be used in building lets say the GE AP1000 reactors is not the technology that is employed in America's 104 Reactors. How many New Yorkers, how many Americans are aware of what a Generic Letter is?

A Generic Letter is issued when numerous reactor owners suddenly realize they cannot meet certain 10 CFR regulations, cannot meet existing safety standards because parts are no longer made, or equipment is old and does not work as well as it used to (analog control rooms as example), or (as is the case in control rooms) today's new young Nuclear Employees have no idea how to operate the ancient analog systems that are keeping these bandaged together behemoths up and running. When this happens, the NRC issues a Generic Letter that admits there is a problem, and since it is a problem many reactor owners are having, they are WAIVING a certain rule or safety standard that the nuclear reactor licensees are supposed to abide by. I can understand a few of these...what the NRC and Mr. Leonard do not want you to know, is that there are over THREE THOUSAND OF THESE EXEMPTIONS IN PLACE. Think about it...three thousand safety standards and/or rules meant to protect us have been set aside.

Mr Leonard's claim that he is concerned about CLIMATE CHANGE is laughable...I would suggest you look at his and the Shaw Groups positions in various and assorted companies that will be at the Van Guard of the Nuclear Renaissance if and when it occurs...simply stated, if Leonard can successfully fool America into giving the Nuclear Industry a $9-15 Trillion dollar bailout in the form of loan guarantees, free government money, a waiver of liability with the Price Anderson Act, and get us to pick up the tab for both fuel and waste by using OUR TAX DOLLARS to build both enrichment facilities, and a as yet unproven GNEP fuel reprocessing program and plant, he might one day realize his dream of being the Universe's first Trillionaire.

Maybe the Wall Street Journal needs to go back a bit, research the original plan for the Nuclear Industry to reinvent itself by stealing the Green Mantle from Grass Roots Environmentalist by falsely painting Nuclear Energy as CO2 Free, Vital, Safe, Secure, Green Energy...it is none of these. If you look at the entire commercial/military fuel cycle cradle to grave, Nuclear is on par with Clean Coal...call that an inconvenient truth. Ask Mr. Leonard about the Atlanta Seven...their meeting at a posh hotel close to the Atlanta Airport, the creation from that meeting of NuStart...want to talk about NEI and CASEnergy...if you do your research, CASEnergy was/is funded by the Nuclear Industry through NEI. OH... another inconvenient truth. I bring this up for a good reason...

Cap and Trade. The little dark secret Nuclear does not want us to figure out. Cap and Trade is the TOP SECRET NUCLEAR SUBSIDY, the little CHEAT that will make NUCLEAR COST EFFECT WHEN COMPARED TO OTHER ENERGY SOURCES. Nuclear cannot compete financially with ANY ENERGY SOURCE ,renewable or otherwise without CAP AND TRADE...even worse...CAP AND TRADE A) makes their energy affordable, while B) building them (reactor owners) a new stream of income through selling all the carbon credits they are planning on creating...WOW, WHAT A SWEET HEART DEAL THERE Mr. LEONARD, and you get to GREEN WASH YOURSELF AND ENTERGY IN THE BARGAIN?

Lets have a PARADIGM shift Mr. Leonard...start with some honesty.

1. Nuclear has received in excess of 40 percent of the ENERGY money created with our tax dollars and funneled through DOE...OIl and Gas got most of what is left. We need to change that, need most of the money to go to REAL GREEN ENERGY so that Wind, Solar, Geo-Thermal, Hydro and others can reach economy of scale. (You do not want that to happen Mr. Leonard)

2. Our Grid is 125 years old...the time for a NEW GREEN GRID controlled BY THE PEOPLE has come...Smart Grid anyone.

3. Isn't it true that about 60 percent of carbon comes from CARS? NEI wants Tax payers to pick up the tab for 200 new Nuclear Reactors at an estimated cost of $10-15 Billion Dollars each. (I note here that the last ten nuclear reactor projects have had 300 percent cost over runs) That would make the per reactor cost 30-45 Billion Each...how many Trillion is that Mr. Leonard? Here is my point...we can completely rebuild the entire city of Detroit, rebuild the BIG THREE automakers into the best Auto Manufacturing Group in the world, and do it all for less than ONE TRILLION DOLLARS while creating MILLIONS OF JOBS...Green Cars any one? By the way, for another $200 Million we can build the infrastructure to make the batteries. Give me another half a trillion, and I will show you how American can be the leading producer of Wind, Solar and Geo Thermal for the entire world.

France's nuclear power poster child has a money meltdown

PARIS, FRANCE The myth of a successful nuclear power industry in France has melted into financial chaos.

With it dies the corporate-hyped poster child for a "nuclear renaissance" of new reactor construction that is drowning in red ink and radioactive waste.

Areva, France's nationally owned corporate atomic façade, has plunged into a deep financial crisis led by a devastating shortage of cash.

Electricite de France, the French national utility, has been raided by European Union officials charging that its price-fixing may be undermining competition throughout the continent. Delays and cost overruns continue to escalate at Areva's catastrophic Olkiluoto reactor construction project in Finland. Areva has admitted to a $2.2 billion, or 55%, cost increase in the Finnish building site after three and a half years. The Flamanville project — the only one now being built in France — is already over $1 billion more expensive than projected after a single year under construction

4. OFF GRID Small Wind, Solar, Geo-Thermal and Hydro...lets be honest here Mr. Leonard...the ELECTRIC INDUSTRY STEERS DOE and America away from this, does everything to keep it from happening, as it would TAKE OUR MONEY OUT OF YOUR POCKET! OUCH...tell me the truth here Mr. Leonard...Do you want to save us from Climate Change, or become a Trillionaire? AS long as we are on this subject, let me dispel a myth...you know the one...These energy forms do not create BASE LOAD...who cares...they do FREE UP BASE LOAD. Isn't it true Mr. Leonard, that most days we have about a 40 percent OVER CAPACITY ON THE GRID? Base Load is only really important during PEAK USAGE DAYS, and massive installation of small renewable energy would eliminate much of that demand on the grid, free up that energy for INDUSTRIAL PURPOSES.

By the way...how come you and the nuclear energy never talk about WATER, PEAK WATER and Nuclear Energy? Do you know where a lot of our Global Warming is coming from Mr. Leonard? Two primary sources....

1. Lost Canopy Cover...do you know where a major portion of this lost CANOPY COVER COMES FROM Mr. Leonard? World Wide UTILITY EASEMENT MAINTENANCE PROGRAMS. See, here is the dirty little secret in the utility industry. Maintenance work (cutting down trees) is a pass through expense pushed through and billed to the end line utility subscribers. Infrastructure upgrades on the other hand, equipment improvements come out of your profits. Now Mr. Leonard, do you want to tell the Wall Street Journal Readers the truth or should I? Readers, there are equipment/structural improvements that could be implemented which would A) decrease needless destruction of trees (and thus canopy cover loss)by eliminating about 90 percent of tree maintenance, and B) use of this equipment WOULD LOWER OUR UTILITY BILLS.

*as example, just here in America we lose over 100,000 mature trees a year to utility line maintenance...it is noted here, that the utility industry does not consider a tree a tree until it has a diameter (four foot above the ground) of at least six inches. Below that diameter, they do not keep inventory.

2. WATER...using Indian Point as example. First thing most people do not know about nuclear reactors...if it gets to hot (Global Warming), if the temperature of the water source (Lake or River) gets to warm, or if drought lowers the supply of water, nuclear reactors have to be shut down. We need to factor this reality into the equation, need to decide if we want our water for food and product production, or used for electricity. Lets set that aside.

Indian Point sucks into its reactor over 2.4 Billion gallons of water each day of the year. That water is fed through the reactors, then spit back into the Hudson River at 105 degrees. Ignoring the FISH KILLS, think about that contribution to the warming of the world's oceans...especially when you multiply that times how many reactors around the world (currently over 400, but Mr. Leonard wants the world to build over 2000 new ones).

Why has the Nuclear Industry, NEI and the NRC refused to conduct the IMPORTANT studies NECESSARY to determine the effects of the utility industry's heated waters on Global Warming? What is a fair price for dumping a 105 degree gallon of water into the river? A nickel? Multiply that times say 2.4 Billion gallons of water each day. What's good for Carbon should be good for other causal agents contributing to Global Warming. How about ten dollars for each cubic foot of canopy cover (nature's scrubbers and CO2 capture machines)...I'm thinking maybe five bucks? Average tree cut down by the utility industry has about 1200 cubic foot of canopy cover.

Especially since your company's profits that year would have allowed you to pay for your OWN EQUIPMENT REPAIRS and still have turned a tidy profit.

I disagree with Mr Leonard's China assumption...in an ideal Green World Economy, goods and services created and produced in environmentally unfriendly manners are shunned...in short, the Green Free Market once trained to True Green Shopping Practices would act as Global Warming Police with our wallets...China would be reined in, forced to change its ways. I find Mr Leonard's concerns about Congress and renewable laughable...NEI and the Nuclear industry are one of the most powerful lobbying groups on Capital Hill. They by far have the largest Government subsidy of any ENERGY SOURCE in the world...factor in their WAIVER OF LIABILITY given them through the Price Anderson Act, and it is no contest...simply stated, if you leveled the playing field, got rid of Price Anderson Act protections that waive nuclear industry liability while precluding home owners from protecting their properties through the purchase of nuclear insurance, make the industry pay for its own FUEL FABRICATION FACILITIES, and make them actually DISPOSE OF THEIR OWN WASTES instead of forcing the costs off on the tax payer as another subsidy, and Nuclear COULD NOT COMPETE...by far, in fact at a cost factor of over 10-1, Nuclear Energy is the MOST EXPENSIVE ENERGY SOURCE IN THE WORLD.

Do yourselves a favor America...call up President Obama, your elected officials and tell them there is a better way than CAP AND TRADE...we do not need to give the nuclear industry another subsidy, nor a FREE secondary source of income. Wayne Leonard, chairman and CEO of Entergy Corp., one of the largest U.S. energy companies and the No. 2 generator of nuclear power, is no stranger to the many contradictions of American energy policy. "Everybody's gums are still bleeding from the '70s," he says of nuclear power, noting that today's technology is far superior to its Three Mile Island vintage.

I need to get busy today, as we have two MAJOR DOD/NAVY/AIRFORCE/LOCKHEED coverups to catch up on. Earlier this week a crew of SEVENTEEN Emergency Repair folks raced to Bahrain to assess the SIGNIFICANT damage to the USS Hartford and USS New Orleans in the inexcusable and nearly catastrophic collision in the Straight of HOrmuz that nearly ripped the sail off of the Fast Attack Nuclear Submarine USS Hartford...more on that act of human stipidity later.

Right now, I want to discuss the needless crash of the F22 that took the life of a Lockheed test pilot this week. BLACK OPS, BLACK OPS, BLACK OPS....wink and a nod, OK, not its not. Who are we kidding, YES IT WAS! A pilot goes up in a very expensive aircraft, the plane is LOADED with some super duper top secret MILITARY STUFF...new toys, or ones they are still having trouble getting to work...

Bomb test flameout nearly crashes F-22

A key new weapon for the Lockheed Martin F-22 Raptor has started a new series of tests despite a recent in-flight crash scare.

The Boeing GBU-39 Small Diameter Bomb (SDB) began separation tests on the F-22 in early September after more than a year of sometimes difficult work to integrate the weapon in the weapons bay and carry out airborne captive carry tests, Maj Jack Fischer, a USAF test pilot, told the Society of Experimental Test Pilots' annual convention.

Flight tests so far have produced a few in-flight problems, including one particular event that "could have been very bad", Fischer said.

In that incident, an F-22 suffered a brief, dual-engine flameout while performing a negative-g, 360 degree roll with eight SDBs loaded in the weapons bay. The flameout occurred because the aircraft entered the maneuver with an incorrect trim setting.

Although the engines restarted before the pilot was even aware of the problem, the momentary power loss dropped the telemetry signals to the control room on the ground.

The control staff lost contact "with the aircraft pointed down toward the water at a very low altitude", said Capt Harris Hall, a programme official. "For a time, we thought the aircraft was lost."

However, the engines were restarted almost immediately and the pilot remained in control of the aircraft, he said. The pilot landed at Edwards AFB, California, without incident. The dual-engine flameout was not discovered until flight engineers reviewed performance data from the flight.

Integrating the 250lb (113kg)-class SDB is key to making the F-22 a more effective air-to-ground weapons platform, displacing two 2,000lb Joint Direct Attack Munitions with eight, "extreme stand-off" guided bombs in the internal weapons bay, Fischer said.

You folks for CONGRESSIONAL FUNDING REASONS were not be trying to HIDE a double engine flameout now would you? Maybe something similiar? We would want say Lockheed losing a CONTRACT! After all, it was only one plane, one test pilot...right? Was this one of those new FIFTH GENERATION F35 jobbers up there in the air? Sure would be BAD TIMING if this TRAGIC DEATH HAPPENED because Lockheed was trying to IMPRESS members of Congress just before they and President Obama make important budget decisions.

The F-22 dominates any adversary through unmatched performance: stealth, supercruise speed, agility, precision and a complete view of the battlespace achieved with the advanced sensor suite embedded in the aircraft. Operational Raptors are assigned to the 1st Fighter Wing at Langley AFB, Va. (27th and 94th Fighter Squadrons) first aircraft are scheduled for delivery to the 3rd Wing at Elmendorf AFB, Alaska (90th Fighter Squadron) later in the summer of 2007. Future Raptor bases include Holloman AFB, N.M., and Hickam AFB, Hawaii.

The US Air Force goal is to fly 381 aircraft, but the current program, reflected by the Quadrennial Defense Review includes only 183 on contract. 105 Raptors have completed final assembly at the Lockheed Martin facility in Marietta, Ga. Deliveries to the Air Force total 99 F-22s so far. Raptors are delivered at a rate of approximately one every six weeks. On November 12, 2008 the Pentagon approved $40 funding for four additional aircraft, under a $140 million budget approved by the US Congress to fund long-lead material for 20 additional aircraft. Decision whether to release the remaining budget is expected after the new administration is established, in January or February 2009. According to Aviation Week, initial indications from the new administrations hint on continued support for the Raptor program. Anticipating a potential cut in the near term, the USAF could negotiate reducing the total procurement to 250-275 Raptors. The Air force considers offsetting the decrease in numers by reducing aircraft deployed with each squadron from 24 to 18, allowing the Air Force to sustain seven fighter squadrons.

Let's IMAGINE AND SUPPOSE for a moment that this F22 which is, or about to be fully capable of delivering a NUCLEAR PUNCH was up there doing a SHOW OFF FLIGHT when there was a PROBLEM, maybe a FREAKING DOUBLE FLAME OUT...who could that pilot communicate with if there was something going HORRIBLY WRONG? Did he even get a chance to send out one last I Love You to his family?

The US Air Force evaluated plans to expand the aircraft missions, with possible fielding of a modified and enhanced F-22ER version but at present, its top priority is to get as many 'A' Raptors it can, seeking to get as close as possible to its 381 aircraft goal. Therefore, the current Raptor fleet is expected to go through incremental upgrades rather than a model change, such upgrades will include the integration of a new communications (datalink) enabling greater information sharing between F-22s and other aircraft and combatant commanders (currently, Raptors can share information only among themselves). These datalinks could be based on future enhancements of the AESA radar, which are expected to include datalink waveforms. Other options include the integration of Link 16 (which was removed from the original suite few years ago) or installation of TTNT.

A high priority is the introduction of AIM-9X short range heat-seeking air-to-air missiles. Although the Raptor has provisions for two AIM-9X missiles carried in the side weapons bay, they were not integrated yet into the system, as the Raptor relies on six AMRAAM missiles used primarily for BVR kills. When the Sidewinders will be included, pilots may reconsider the use of helmet mounted cueing system (JHMCS) which hasn't been included in the current avionics suite.

Expanding the aircraft ground support role, future upgrades are planned for the AN/APG-77 AESA radar, including the addition of synthetic aperture radar (SAR) mode, introduction of electronic attack and geolocation improvements to support Global Positioning System (GPS) guided weapon retargeting. Among the new weapons to be introduced is the GBU-39/40 Small Diameter Bomb. Currently, the aircraft carries ordnance only inside the weapon's bay to preserve its stealth characteristics. However, the Raptor has hardpoints (two per wing) which are currently cleared only for external fuel tanks. These could be used for external weapons carriage. Operational testing of these upgrades is scheduled to start in 2009 with fielding beginning in 2010

Nashville, Tenn. - President-elect Barack Obama supports nuclear power to increase US energy independence and fight global warming (Actually, he said we needed to look at, and be able to SAFELY store the waste...forced HOSTING is out of the question.) – but only if a path to safe nuclear waste disposal is opened. Yucca mountain is out of the question, and communities such as mine are being cheated when the NRC wants to leave waste insitu on site at Reactor Sites such as Indian Point...tell me, how much do you and President Obama feel my wife's breast cancer is worth? Reactors are nuclear abortion machines...how many stillborn birth are acceptable in your mind for the convenience of nuclear energy? Fortunately, there is a two-step plan that can open that path and lead to an effective waste solution within eight years. And it embraces citizen consent. (ALARM BELLS FOLKS...NEI comes in, spreads some money around, spoon feeds a CHOSEN COMMUNITY their Pro Nuclear Propaganda and Pablum....sign right here. Here is a clue...every reactor community agree to host our current reactors for a period of FORTY YEARS. Now through NRC rubber stamping of License Renewal Applications, we are being RAPED, forced to host unsafe reactors for 20 more years in the name of a Nuclear Renaissance, in the name of NATIONAL SECURITY. )

In 1987, Congress cut off comparative site evaluations and closed all discussion of permanent nuclear waste locations except Yucca Mountain, in Nevada. It taxed nuclear utilities to pay for it, racking up $26 billion to date. NOT EXACTLY...actually, it is US THE CITIZENS through a monthly surcharge that have put together than $26 Billion. In fact, if a Class Action Attorney is interested, I have a group of citizens that want to SUE to get that money back since DOE has broken its contract with us.

The Energy Department did what Congress required: It studied Yucca and recently submitted an application to the Nuclear Regulatory Commission to approve site construction. FALSIFIED REPORTS AND STUDIES, and your teams still had to admit that YUCCA MOUNTAIN WILL NOT WORK FOR LONG TERM STORAGE.

However, few informed observers believe that the facility can be completed without the cooperation of Nevada, which is dead set against it. As they well should be. Be honest...you folks cannot even guarantee safe storage for 20 years...look at Dry Cask storage, and the supposed SAFE Spent Fuel Pools where the waste is at currently ARE ALL LEAKING. Critics perceive the site as too risky and as a threat to tourism. They would be right, but since you and yours depend on the NUCLEAR INDUSTRY for your meal tickets, you tout the PARTY LINE. Let you live within three miles of a reactor (Indian Point) that is leaking tritium, strontium 90 and other radioactive contaminants into the environment, let your wife get breast cancer, or give birth to a stillborn child, and then TELL ME HOW SAFE NUCLEAR IS. On top of that, Nevadans seem to feel that the federal government is unfairly pushing the facility on the state. Decades of complex administrative delays and judicial battles loom. AGAIN, they would be right. DOE wanted to form compacts for the long term storage of LLRW...or so they said. Their real plan was to get two, if they were luck three LLRW sites up and running under the Compact bait and switch, and then after the fact turn them into NATIONAL storage facilities...how do I know this? I found Secretary HAzel O'Leary's Senate Sub Committee Testimony that was used to kill the Midwest Compact back in the early nineties.

So, half a century after we started generating nuclear power, used nuclear fuel continues to accumulate at more than 100 temporary storage facilities near nuclear power plants. It's a daily reminder of the unfulfilled federal promise to own and begin moving the material by 1998. CLASS ACTION ATTORNEYS...take note...1998! TWENTY SIX BILLION...Pro Bono? Much of the problem stems from an anachronistic policy enacted in 1982. The policy essentially stipulated that used fuel should be disposed of in a geologic repository as soon as one becomes available. But, if used fuel is allowed to sit in safe storage for 90 years, much of the heat and radioactivity decays away. This reduces the size, complexity, and cost of underground disposal. It also buys time. During the cool-down period, used fuel could be transformed from waste into a major source of energy if we can satisfy the tough engineering, cost, and security challenges involved in reprocessing it. FOLKS, DO NOT BE FOOLED.

1. This is the SAME BAIT AND SWITCH they did with Depleted Uranium from the Gaseous Diffusion plants. With the stroke of a pen they turned HUNDREDS OF THOUSANDS OF BARRELS of CANCER CAUSING Depleted Uranium WASTE into potential future use resources because some sick twisted scientist figured out you could create Armor Piercing Munitions with it...what he failed to tell you, what the government failed to tell you was we have enough of this Depleted Uranium to last us about 100,000 years...unless we all kill ourselves first.

2. The above paragraph is a SALES PITCH FOR GNEP...an unproven, untested theory of reprocessing of waste that will A) Make the United States the WASTE DUMP for all the world's radioactive waste streams, and B) leave waste sitting unsafely in host communities for CENTURIES under the guise it was NO LONGER WASTE, but a potential future use resource with a value attached thereof.

To reverse the current outdated policy, we need to set up four regional used-fuel storage facilities to act as transfer stations. THIS IS THE SAME SCAM they tried to use in selling communities on Low Level Radioactive Waste Facilities...I sat in on DOZENS of meetings, and trust me...if your community is chosen, they will write laws and statutes in such a way as to FORCE YOU INTO BEING HOST, just as they tried to do with the State of Ohio. These would provide geographic equity and allow relocation of the backlog of used fuel to locations where it can be stored safely, securely, and efficiently for up to 90 years before reprocessing or permanent disposal. Indian Point Spent Fuel was supposed to be GONE by 1998...we are now being told it could be sitting here WELL BEYOND 2060! Do you want to believe a Pro Nuclear sales pitch, or the voice of people that have LIVED THE NUCLEAR INDUSTRY LIES? This can be done with existing revenue and provides the time to implement the second part of the plan: developing and demonstrating an acceptable approach for permanent geologic disposal. TRANSLATED...Senator Reid is OLD, and things are always in flux in Washington DC...we just need time to get in some new faces, do some more heavy handed lobbying and elbow twisting.

The key to making interim storage work is to make informed consent, equity, and fair compensation the basis for temporary storage. One possibility is to use a "reverse auction" to enable prospective host communities to win regional support for the sites: Under the president's leadership, the federal government would allot, say, a billion dollars, and request bids from interested communities detailing how they would spend it to address the local impacts of and statewide concerns about the proposed facility. Large-tract federal sites would be especially attractive. For starters, lets make this RETRO-ACTIVE...we have 104 ACTIVE NUCLEAR REACTORS....ONE BILLION EACH for each of those reactors is $104 Billion.

A) $104 Billion is over TEN TIMES the entire amount of liability the Commercial Nuclear Industry has in the case of a significant accident or terrorist attack. Scary when the nuclear industry's own reports say a serious accident at a site such as Indian Point would quickly see damages in excess of HALF A TRILLION DOLLARS.

B) Lets show you just how DISRESPECTFUL of host communities these two assHOLES and the nuclear industry are. The industry wants us the tax payer to give them 100 percent loan guarantees for a reactor that is estimated to cost $10-15 Billion dollars each...keep in mind, that the last ten projects had 300 percent COST OVER RUNS, and that extra $30 Billion a reactor would be AUTOMATICALLY PICKED UP by tax payers. They want two build 200 of these reactors which is a TOTAL COST OF NINE TRILLION DOLLARS two thirds of that sum paid for with Federal Tax Payer dollars, the other $3trillion paid for with our taxes. But in their GENEROSITY, they want to make FOUR COMMUNITIES fight over and DIVIDE between themselves ONE BILLION DOLLARS...in short, about $250 million each, less than the $400 million AIG will pay out in Bonus money with our taxes.

If such compensation is combined with a program that includes local representatives in facility oversight, and that accurately informs citizens of the safety systems and the crucial national interests served (TRANSLATED...we will play on the patriotism of some small rural communities, and make sure you give them a really BIG FLAG at city hall!), many communities and states are likely to welcome these facilities.

At the same time, the US needs to continue locating permanent disposal sites that the nation will eventually need. Why will we need ALL THESE ADDITIONAL SITES? Because if you read GNEP, it makes the entire world's nuclear waste streams the responsibility of the United States of America. The search should be modified to ensure that the facilities are both safe and welcomed by the host community and state.

And then there's the safety question. The best way to gain public acceptance of a repository is to design it with multiple layers of protection, adopted through a deliberate, step-by-step process that uses pilot projects to test out the designs as the facility evolves. (WARNING...go reread that sentence folks....we will start them off small, get them USED TO BEING SLOWLY POISONED by building A SMALL TEST PROJECT...here is the HOOK THEY FUCK YOU WITH FOLKS....to test out the designs AS THE FACILITY EVOLVES! GET IT? They will hook you by making you think in you are just hosting a SMALL TEST PROJECT, but look at the truth of the SMALL PRINT.) The standards we adopt should be protective, achievable, and credible. Once again, potential hosts must be convinced that all decisions about repository implementation will be fully transparent and made with their concurrence. Speak to ANY CITIZEN that has ever sat through an NRC Kangaroo Court Public Meeting!...They listen to you, tell you exactly how they are going to screw you, then against your wishes they do EXACTLY WHAT IT IS THEY WANT TO DO. Call up the NRC as ask them how many Generic Letters are active right now...a generic letter excuses ALL LICENSEES from the rules meant to protect us the General Public.The eventual success of the Waste Isolation Pilot Plant near Carlsbad, N.M., which handles military radioactive waste was achieved in this fashion. The SAME PLANT up for a five year license renewal that the citizens DO NOT WANT, but which they are being told they will ACCEPT? That Waste Isolation Pilot Plant?

If Nevada decides it wants some part in this process, the current Yucca Mountain license application could be amended since there will be time for pilot demonstration steps, appropriate compensation, more flexible transportation options, etc. READ THIS FOLKS...its carefully crafted BRIBERY and BLACKMAIL all rolled into one sentence. What is crucial though, and I BRING THIS TO THE ATTENTION OF SENATOR REID...they admit they cannot MOVE FORWARD without a license amendment...WHY YOU ASK...because DOE cannot MEET THE TERMS REQUIRED for their CURRENT APPLICATION, and they DESPERATELY DO NOT WANT TO HAVE TO START ALL OVER. They will PAY YOU BLOOD MONEY for those Indian SACRED GROUNDS...come on REID, they are only FUCKING INDIANS...yes folks, this is the WAY THE MILITARY/COMMERCIAL NUCLEAR INDUSTRY THINKS!

A new independent federal commission should handle the overall siting process and a public corporation (akin to the Tennessee Valley Authority) designed specifically for operating new facilities. WARNING...WARNING...WARNING!!! TVA is the most despicable and dishonest Authority ever envisioned, a beast that CANNOT BE KILLED. All American citizens should be VERY AFRAID.

Black Ops Pilot Needlessly Dies In F-22 Crash

David Cooley, 49, a 21-year Air Force veteran who joined Lockheed Martin in 2003 lost his life today in what this blog believes was a test flight of a Black Ops trial that went bad. It was odd to listen in on CNN today to the reports...first report suggested the pilot had ejected, then they were not sure, and now we are told the pilot is dead, but no further information is forthcoming. This was a LOCKHEED MARTIN TEST PLANE...as such, where is the open and public investigation, and why is it that the Military has slapped an exclusionary zone around every thing regarding this tragic event. Why has Sam Grizzle (email) stated publically that no more information is FORTH COMING? A CIVILIAN HAS DIED, where is the FAA, and what about the black box...was this really the DOD and Lockheed testing something between the F 22 and the new super secret F35, or is there now a new F 38 with superduper double triple STEALTH with DWARF NODE that David Cooley died for? Come on Black Ops, this was a CIVILIAN, and we want the information. By the way, that plane wasn't loaded with tactical nukes was it?...you know, targeting exercises and all that. That wouldn't have anything to do with your hiding all the information?

F-22 Crashes Near Edwards Air Force Base, Killing Pilot

EDWARDS AIR FORCE BASE, Calif. — One of the Air Force's top-of-the-line F-22 fighter jets crashed Wednesday in the high desert of Southern California, killing a test pilot for prime contractor Lockheed Martin Corp.

The F-22A Raptor crashed at 10 a.m. about 35 miles northeast of Edwards Air Force Base in the Mojave Desert. The Bureau of Land Management identifies the area as Harper Dry Lake, a vast and empty expanse of sometimes marshy flat land.

Harper Dry Lake
This dry lakebed in the Mojave Desert was the site of secret flight test programs conducted by the Hughes & Northrop aircraft companies during the 1940s,including the historic first flight by an American rocket-propelled aircraft.

The pilot was David Cooley, 49, a 21-year Air Force veteran who joined Lockheed Martin in 2003, the company said in a statement. It did not release any details of the accident or say whether Cooley attempted to eject.

Cooley was part of a team of company and Air Force pilots who conduct F-22 testing.

"We are deeply saddened by the loss of David and our concerns, thoughts and prayers at this time are with his family," the statement said.

Sam Grizzle, a spokesman for Lockheed Martin Aeronautics Co., said no additional information would be released.

The dry lake and the area to the east were first used by the military in late 1933 when a small detachment from March Field laid out the first of several temporary bombing and gunnery ranges. Can I just finish up and say a word about my colleague Sam Grizzle. This is the last of many briefings for which he's helped me to prepare. If you really start doing some snooping around on the web, some are suggesting that the USS Hartford is no longer SEAWORTHY, the its BENT SAIL, the broken welds and other damage have said sub ready for CUT UP and disposal! Those rumors beg the question...can we RISK the lives of the USS Hartford crew trying to LIMP SAID SUB back here to America on the open seas? Can we risk the damage to the world environment if the submarine gets into more troubles in the middle of the open ocean?What would be the cost to the environment, to mankind if (God Forbid) this submarine tried to limp back to America and ended up SINKING to the bottom of the ocean floor? As an Anti-Nuclear environmentalist, I have grave concerns when it comes to all things surrounding the Military/Commercial Nuclear Industry...simply stated, there is more than adequate reason not to trust anything put out in the way of Propaganda from the Nuclear Industry (through NEI) or our government through various and assorted agencies (DOD, DOE, NRC, and yes, the US Nuclear Navy).

It does not take a rocket scientist to realize the horrific collision of the USS Hartford with the USS New Orleans was/is far more serious than the Navy is letting on. The few available pictures of the USS Hartford fast attack submarine show SERIOUSLY broken welds around the sail. The Conning Tower is canted from stem to stern, suggesting that periscopes are no longer working.

Further, it is my own belief and allegation that such a significant collision has impinged upon the reactor cores cooling capabilities. It is my belief that any attempts to navigate the USS Hartford back to America under its own power endanger the crew of the USS Hartford, as well as the citizens of the world, and our environment.

It is therefore respectfully requested that your office open up a FULLY PUBLIC investigation of how the accident occurred, and just what damage has been done to both vessels. This investigation should include inspection of the entire nuclear propulsion/cooling system to assure the safety of the world population. Said inspection should take place after the nuclear submarine has been returned back to America using the same technology used to transport the USS Cole. (see photograph)

World public health, the safety of the grew, and the protection of our world oceans should supercede whatever Middle East Agenda the USS Hartford was carrying out. Ever read an article that does not quite seem Kosher, find yourself asking who it is that is trying to pull the wool over someone's eyes, or trying to get themselves sliced in for some of the pie? The CNN article on the Green Grid is striking me that way.

SMart Grid...Subject to Hackers, Or Not? That is The Question.

OH MY GOD! Hackers could break into the Smart Grid!...or not. I would venture to say the Smart Grid like everything else in the world (including this laptop I am working on) is subject to an every changing number of security vulnerabilities. It's part of living in a technological world. However, when reading the CNN security correspondent's article on the Smart Grid security vulnerabilities, was struck by a sense of CON, as in CON JOB. I am not doubting that we could have a MAJOR BLACK OUT caused through a deliberate attack of the smart grid...so what, we could have hundreds of thousands of lost lives from a successful terrorist attack on a Nuclear Reactor site, but do not see Jeanne Meserve writing that story.

I am suggesting we take her story with a VERY LARGE GRAIN OF SALT...she does not report the WHOLE STORY, but instead calls her story complete because she sites TWO INDUSTRY EXPERTS in her story...two industry experts that STAND TO MAKE A LOT OF MONEY if they are successful in slowing Smart Grid down until they get a larger piece of the pie by adding on a lot more of their companies security programs. Her first expert, "Ed Skoudis, a co-founder of InGuardians, a network security research and consulting firm" warns against rolling out the system to fast. Her other source, IO Active warns of a MAJOR TAKE OVER OF THE SYSTEM with an investment of just $500...sort of kind of.

Not to cast dispersions on the reporter here, but WHAT IS IN IT FOR HER in using this two examples? There is a $4.5 Billion dollar pile of money on the table for Smart Grid, and neither of these two names came up on the front page when googling Smart Grid...but, there being in your article sure puts them FRONT AND CENTER. Tell us Jeanne Meserve, do you have any kind of a relationship/association with any of the sources in this article?

WASHINGTON (CNN) -- Is it really so smart to forge ahead with the high technology, digitally based electricity distribution and transmission system known as the "Smart Grid"? Tests have shown that a hacker can break into the system, and cybersecurity experts said a massive blackout could result.

If someone hacked into the Smart Grid, experts say it could cause a blackout that stretches across the country.

Until the United States eliminates the Smart Grid's vulnerabilities, some experts said, deployment should proceed slowly.

"I think we are putting the cart before the horse here to get this stuff rolled out very fast," said Ed Skoudis, a co-founder of InGuardians, a network security research and consulting firm.

The Smart Grid will use automated meters, two-way communications and advanced sensors to improve electricity efficiency and reliability. The nation's utilities have embraced the concept and are installing millions of automated meters on homes across the country, the first phase in Smart Grid's deployment. President Obama has championed Smart Grid, and the recent stimulus bill allocated $4.5 billion for the high-tech program.

But cybersecurity experts said some types of meters can be hacked, as can other points in the Smart Grid's communications systems. IOActive, a professional security services firm, determined that an attacker with $500 of equipment and materials and a background in electronics and software engineering could "take command and control of the [advanced meter infrastructure] allowing for the en masse manipulation of service to homes and businesses."

A cursory Google Search, and a check of the Fifth Fleets Bahrain Web Site makes it abundantly clear that the Navy and its Nuclear Submarine people are DESPARATELY trying to keep the world from knowing just how much damage was done to the USS New Orleans and the Submarine, the USS Hartford. Two pictures (supposedly the USS New Orleans) are very obvious PROPAGANDA PIECES meant to present a BUSINESS AS USUAL, nothing is wrong appearance to the citizens of America. Oddly, the Fifth Fleet released NO PICTURES of the USS Hartford Fast Attack Nuclear Sub docking, or coming into port. It is this author's belief that the submarine's mast has suffered SIGNIFICANT damage. In other news...the old no harm no foul, we saw no DIESEL FUEL excuse has also been trotted out...that's right Commander Propaganda, 25,000 gallons of diesel just VANISHED! Where does a citizen file a complaint at? Do not believe that NUCLEAR REACTOR was not damaged until Congress conducts a FULL AND COMPLETE INDEPENDENT investigation...if the USS Hartford was NOT SIGNIFICANTLY DAMAGED, where are the photographs?

Hartford suffered “visible” damage to the sail and to a bow plane. Campbell could not say if components of the sail such as masts and periscopes are damaged.

“It’s important to point out that Hartford’s [nuclear] power plant was not affected in this at all,” she said. “We’ll be doing a full incident investigation report as well as a [Judge Advocate General’s Manual] investigation.” No DAMAGE, LET IAEA do independent verification. USS Hartford and USS New Orleans Arrive In Port Bahrain

MANAMA, Bahrain – The U.S. Navy submarine and U.S. amphibious ship that collided in the Strait of Hormuz March 20, arrived in port Bahrain today.

USS Hartford (SSN 768) and USS New Orleans (LPD 18) arrived at Mina Salman pier to further assess and evaluate the damage that resulted from their collision at sea.

The incident remains under investigation.

Overall damage to both ships is being evaluated. The propulsion plant of the submarine was unaffected by this collision. New Orleans suffered a ruptured fuel tank, which resulted in a fuel spill of approximately 25,000 gallons of diesel fuel marine in the Strait of Hormuz.

Aerial searches of the area where the fuel spill occurred were conducted yesterday, and revealed no indication of any remaining fuel on the ocean’s surface.

The U.S. 5th Fleet has been working in coordination with the Navy Oceanographic Office to determine refined search areas, based on currents and winds. Additional searches were flown by U.S. Navy aircraft today and found no remaining fuel on the surface.

The quick dissipation of the fuel is likely due to the type of fuel, and various environmental factors to include air and water temperatures, winds and seas.

Both Hartford and New Orleans are currently on regularly scheduled deployments to the U.S. 5th Fleet area of operations conducting Maritime Security Operations (MSO).

MSO set the conditions for security and stability in the maritime environment as well as complement the counter-terrorism and security efforts of regional nations. MSO deny international terrorists use of the maritime environment as a venue for attack or to transport personnel, weapons, or other material.

Dealing With Reactor Site Employee Sleep Depravation Issues

In an earlier article GNU brought to light a serious Worker Shortage within the nuclear industry that sees almost every employee suffering from Sleep Deprevation. A Google Search on sleeping guards brings up numerous examples of people sleeping on the job at these CRITICAL INFRASTRUCTURE locations. The NRC's solution...limit the time that an employee can work during any given week to 72 hours...unless a piece of paper claiming necessary exclusion from the rule is created. God forbid NRC scaled back the hours and ordered REACTOR SITES to restaff. As example, Entergy's Indian Point Reactors have cut their staffing by almost 50 percent, choosing to pay fewer workers more overtime to save on other benefits such as Health Care. Problem is, employees routinely working 72 hour weeks is a serious SAFETY/SECURITY risk. Somewhat tongue in cheek, might I suggest that Commissioner Lyons reach out to DARPA, see if he can feed some NRC Employees into their Preventing Sleep Deprivation Program.

This time Darpa-funded scientists have found a drug that eliminates sleepiness with a nasal spray of a key brain hormone. The spray has worked well in lab experiments, with no apparent side effects. The hope is that the hormone will serve as a promising sleep-replacement drug in humans.

The spray contains a naturally occurring brain hormone called orexin A. In tests, monkeys suffering from sleep deprivation were treated with the substance and were subsequently able to perform like well-rested monkeys on cognitive tests. Darpa is no doubt interested in the spray for it’s promise of keeping soldiers awake and alert during battle, but for those suffering from narcolepsy, the discovery may offers a potential treatment. Even those with less severe sleep disorders may be interested. According to the National Sleep Foundation, than 70 percent of Americans get less than the generally recommended eight hours of sleep per night and consequently suffer some type of sleep-deprivation symptoms.

Deputy Defense Secretary Gordon England at a recent conference in the nation’s capital noted that the greatest long-term threat to America is not weapons of mass destruction, but rather the prospect of losing our strength in science and technology.

England’s observations are quite sobering, and remind us of the important role that science and technology play in the military superiority of our armed forces. Although technology is just one of a triad of key elements that are needed to maintain our edge on the battlefield — quality people is the primary component, in addition to first-class training.

Technology is America’s great strength and one that we cannot afford to lose. In this context, it is fitting to highlight the important contributions that the Defense Department makes to the nation in this critical realm. In fiscal year 2007, defense S&T remains fairly robust at $13.3 billion — this includes programs in basic research (6.1) and applied research (6.2 and 6.3). One issue of concern, however, is that S&T is only 17 percent of the entire defense RDT&E (research, development, testing and evaluation) budget. That 17 percent share is expected to decline.

The biggest share of the defense S&T budget — $3 billion — belongs to the Defense Advanced Research Projects Agency.

DARPA truly is on the leading edge of technology, and provides a winning model for how the government can achieve genuine innovation that also helps us win wars.

Overview

The term sensitive unclassified information as used here is an informal designation applicable to all those types and forms of information that, by law or regulation, require some form of protection but are outside the formal system for classifying national security information.1 As a general rule, all such information may be exempt from release to the public under the Freedom of Information Act. This module reviews the most common types of sensitive unclassified information.2 Again, this is a designation being used far to frequently just because certain people want the general public kept in the dark...Transparancy is a good thing.

Department of Defense also uses the term Controlled Unclassified Information (CUI) to refer to certain types of sensitive information within DoD that require controls and protective measures. CUI includes For Official Use Only and information with comparable designations that is received from other agencies, DoD Unclassified Controlled Nuclear Information, "Sensitive Information" as defined in the Computer Security Act of 1987, and DoD technical data.3

Some information that is not formally designated as sensitive is nonetheless inappropriate for putting on a public Internet site. This is discussed in Pre-Publication Review of Public Web Site Content.

Most categories of sensitive unclassified information are defined by federal law, while others such as For Official Use Only are defined by organization policy and some government organizations use different names for this category of information. Most legislative authorities are very specific in identifying the protected category of information, while others are general and leave much discretion to the agency or company.

Procedures for safeguarding sensitive unclassified information depend upon the category of information and, in some cases, vary from one agency or company to another.

Reporting Responsibilities

If you are entrusted with safeguarding classified material, you are expected to report potentially significant, factual information that comes to your attention and that raises potential security concerns about a co-worker. You are also strongly encouraged to help co-workers who are having personal problems that may become a security issue if the problems are not addressed.

Presidential Executive Order 12968 on "Access to Classified Information" states: "Employees are encouraged and expected to report any information that raises doubts as to whether another employee's continued eligibility for access to classified information is clearly consistent with the national security." It states further that the head of each agency that grants access to classified information shall establish a program to educate employees with access to classified information about their individual responsibilities under this order.1 This security guide meets that requirement.

Overview

Your short course in Treason is a series of articles on how spies are caught, the prevalence of espionage, and why people spy.

It starts with a short piece on How Spies Are Caught. That comes first, as it is so important for anyone who may be considering espionage to understand that they WILL be caught. Perhaps not right away, but eventually. The statute of limitations does not apply to the crime of espionage. Anyone who commits this crime will have to be looking over their shoulder for the rest of their life.

The Insider Espionage Threat identifies four conditions that must exist before espionage occurs – opportunity to commit the crime; motive; ability to overcome inhibitions such as moral values, fear of being caught, and loyalty to employer or co-workers; and a trigger that sets the betrayal in motion. The article then analyzes how these pre-conditions for betrayal are increasing as a result of changes in social and economic conditions in the United States, and in our relations with the rest of the world.

Explosive growth in information technology is increasing exponentially the amount of information that can be collected and compromised by a single, well-placed spy. Insider Threat to Information Systems examines some of the unique security issues associated with computer professionals.

Exploring the Mind of the Spy discusses what psychologists have learned by interviewing and testing arrested and convicted American spies. Motivations for espionage are far more complex than commonly believed. Selling secrets is usually the last act of a long-simmering emotional crisis. In many cases, the symptoms of this crisis have been observable, identifiable, and even treatable before the damage was done. Typically, however, the potential significance of the "at-risk" behavior has not been recognized or reported at the time by coworkers or supervisors.

Espionage by the Numbers describes an unclassified database on all Americans arrested for espionage since the start of the Cold War. Based on media reports, trial records and unclassified official documents, the data base records information characteristics of the spies, characteristics of the espionage activity, and prevalence among the spies of several behaviors that are commonly associated with security risk.

Counterintelligence Indicators

Counterintelligence indicators are signs that an individual may already be involved in espionage or other improper use of classified information. The record of past espionage cases shows that co-workers and supervisors often overlooked or failed to report counterintelligence indicators which, had they been reported, would have permitted earlier detection of the spy.

Some of the following indicators are clear evidence of improper behavior. Others may well have an innocent explanation but are sufficiently noteworthy that your security office should be informed. If you become aware that any of the following indicators apply to one of your co-workers, you are expected to report this information directly to your security office or a counterintelligence office, or by calling any one of the Hotline Numbers that various organizations have set up for this purpose.

The security office will evaluate the information in the context of all other information known about the individual. Depending upon the circumstances, action may range from simply making a note in the individual's security file to conducting a discrete investigation.

If your reporting helps stop a case of espionage, you may be eligible for a reward of up to $500,000. The reward is authorized by an amendment to Title 18, U.S.C., Section 3071, which authorizes the Attorney General to make payment for information on espionage activity in any country which leads to the arrest and conviction of any person(s):

For commission of an act of espionage against the United States.

For conspiring or attempting to commit an act of espionage against the United States

Or which leads to the prevention or frustration of an act of espionage against the United States.

Reportable Indicators

Indicators of Potential Motivation

Disgruntlement with one's employer or the U.S. Government strong enough to make the individual desire revenge.

Any statement that, considering who made the statement and under what circumstances, suggests potential conflicting loyalties that may affect handling of classified or other protected information

Active attempt to encourage military or civilian personnel to violate laws, disobey lawful orders or regulations, or disrupt military activities.

Knowing membership in, or attempt to conceal membership in, any group which: 1) advocates the use of force or violence to cause political change within the U.S., 2) has been identified as a front group for foreign interests, or 3) advocates loyalty to a foreign interest.

Repeated statements or actions indicating an abnormal fascination with and strong desire to engage in "spy" work. Fantasies of oneself as a James Bond.

Potential Indicators of Information Collection

Asking others to obtain or facilitate access to classified or unclassified but protected information to which one does not have authorized access.

Obtaining or attempting to obtain a witness signature on a classified document destruction record when the witness did not observe the destruction.

Offering extra income from an outside activity to a person with a sensitive job, in an apparent attempt to entice that person into some unspecified illegal activity.

Undue curiosity or requests for information about matters not within the scope of the individual’s job or need-to-know.

Unauthorized removal or attempts to remove classified, export-controlled, proprietary or other protected material from the work area.

Retention of classified, export-controlled, proprietary, or other sensitive information obtained at a previous employment without the authorization or the knowledge of that employer.

Extensive use of copy, facsimile, or computer equipment to reproduce or transmit classified, sensitive, or proprietary material which may exceed job requirements.

Taking classified materials home or on trips, purportedly for work reasons, without proper authorization.

Working odd hours when others are not in the office without a logical reason, or visiting work areas after normal hours for no logical reason.

Bringing cameras or recording devices, without approval, into areas storing classified or other protected material.

Potential Indicators of Information Transmittal

Storing classified material at home or any other unauthorized place.

Short trips to foreign countries, or within the U.S. to cities with foreign diplomatic facilities, for unusual or unexplained reasons, or that are inconsistent with one’s apparent interests and financial means.

Excessive and/or unexplained use of e-mail or fax.

Failure to comply with regulations for reporting foreign contacts or foreign travel. Any attempt to conceal foreign travel or to conceal close and continuing contact with a foreigner, particularly a foreign official.

Foreign travel not reflected in the individual’s passport to countries where entries would normally be stamped.

Maintaining ongoing personal contact, without prior approval, with diplomatic or other representatives from countries with which one has ethnic, religious, cultural or other emotional ties or obligations, or with employees of competing companies in those countries.

Potential Indicators of Illegal Income

Unexplained affluence, or life-style inconsistent with known income. Includes sudden purchase of high-value items or unusually frequent personal travel which appears to be beyond known income. Sudden repayment of large debts or loans, indicating sudden reversal of financial difficulties.

Joking or bragging about working for a foreign intelligence service, or having a mysterious source of income.

Other Potential Indicators

Behavior indicating concern that one is being investigated or watched, such as actions to detect physical surveillance, searching for listening devices or cameras, and leaving "traps" to detect search of the individual’s work area or home.

Any part-time employment or other outside activity that may create a conflict of interest with one's obligation to protect classified or other sensitive information, and that has not been approved by the security office.

Attempt to conceal any activity covered by one of these counterintelligence indicators.

NRC Commissioners Again Choose Licensee's Over Human Health and Safety In Refusing to Strengthen DBT

It seems only appropriate to take exception to the false, wrongful and egregious statements of the Dishonorable Peter B. Lyons on issues of security that he delivered at the 21st Annual Regulatory Information Conference held on March 10, 2009. It's appropriate, as again this year when the Commissioners had opportunity to side with human health and public safety in strengthening the DBT (Design Basis Threat), the commissioners ended up in a 2-2 tie, which amounts to voting in favor of their licensees, even though that vote has needlessly and wrongfully placed Host Communities here in America at grave risk.

For ease of separation, my comments have been interspersed with Peter Lyon's statements, mine appearing in red. It is time that National Security take a front seat to corporate nuclear profits...we have learned that much in the melt down of both Wall Street, and the Banking Industry, the governments inept enforcement failures never more noticeable than the Financial Nuclear Explosion at AIG that has devastated communities across America, wrecking our economy, ruining the retirement opportunities for tens of millions in the Boomer Generation.

Sadly, the NRC's incestuous relationship with the industry through NEI, the Commissioners own financial inbreeding with the nuclear industry (many within the NRC hold stock/investments in various companies and/or funds that are tied to the nuclear industry and the people they are supposed to be policing) they have taken an oath to protect us against has put every reactor community in America in grave risk of suffering a fate far worse than the collapse of our economy visited upon 12.5 million Main Street Americans. It is imperative that Obama demand investigations, and where appropriate, bring criminal charges against at least two board members on the commission. Since the NRC's own Office of Inspector General seems to have become corrupt, I am calling on Congress to name a Special Prosecutor to carry out a full and complete criminal investigation of the NRC, NEI and EPRI, and if possible give said investigator authorization to broaden the investigation to include both the DOE and the DOD.

Nuclear Reactor Security (Peter's Entire Speech)

In response to the events of 9/11, the last several years have witnessed an increased focus on the security of nuclear reactors as well as the secure use of nuclear materials. With all due respect Commissioner Peter's, not sure giving lip service to nuclear reactor security issues since 9/11 is the same as what you falsely allege in stating, "...an increased focus on the security of nuclear reactors...". There are specific examples where the NRC, where the Commissioners have gone against their own staff recommendations, gone against findings of the FBI and the Department of Homeland Security, have actually weakened the DBT to a point where it provides fewer protections than we as a host community were afforded before 9/11. Over the last four years, the force-on-force program has progressed well, as all the parties – from licensees, to the adversary force, to the NRC – have learned and improved their responses. Again exception is taken...first, every single Reactor Host Community and various stakeholders within those community have objected to numerous inadequacies in the DBT, taken exception with the way the force on force exercises are run. Most importantly, we have objected to a DBT and Force on Force exercises designed to assure passing grades are received at every licensed reactor site, regardless of the known significant security problems that exist at most sites...sleeping guards, over worked security personnel (due to a WORSENING qualified worker shortage that has reached epidemic proportions in the industry, and at NRC Headquarters as well...the average worker or guard at a nuclear reactor site is putting in a SEVENTY HOUR WORK WEEK each and every single week of the year, vacation times often being discouraged) and breachable outer security perimeters that can easily be breached by terrorist. The role played by active duty Special Operations Forces personnel has been vital in development of scenarios and evaluation of the adversary force. While I had great skepticism with the decision made before my arrival to have the Nuclear Energy Institute, or NEI, hire the Composite Adversary Force or CAF, my personal observations of the results of this arrangement have convinced me that the NRC, with the help of those extremely dedicated Special Operations Forces personnel, has complete control of the vital attributes of the exercises. I shall simply say this about the conflict of interest that exists in letting the nuclear industry's lobbyist put together the Force on Force teams, and I say it in the form of a formal allegation...on good authority, it is my belief that some if not all NEI Composite Adversary Force members were brought up to the NEI from the security forces at Nuclear Reactor facilities, and their paychecks are being written out on the accounts of reactor licensees. More importantly, it has been stated within the Stakeholder Community that one two Commissioners are aware of the fact that Force on Force Team Members are being paid by their licensees. Though this cannot be validated, looking at the 2-2 vote, it does not take a rocket scientist to figure out who VOTED IN FAVOR OF THE LICENSEES, IN FAVOR OF A DANGEROUSLY WATERED DOWN DBT.

Thus, when the Commission considered alternatives to the NEI CAF contract, I felt comfortable continuing the previous arrangement, as opposed to bringing the CAF function into the agency. I would ask Mr. Lyons where his level of comfort comes from if he truly takes his oath to protect human health and the environment serriously. You are fine with the conflict of interest that exists in your licensees lobbyist TESTTING THEM? You are comfortable knowing licensees are paying the salaries of the Force On Force team members? You are comfortabgle knowing that Force On Force Team members have come up from the ranks, and are close friends with the people they are going to be testing...we have heard NUMEROUS REPORTS that guards are getting calls at their homes affording them A HEADS UP. A large part of my decision was based on my recognition that the NRC really is not an ideal home for the CAF. As a practical matter, the NRC is not well positioned to rotate a licensee’s personnel on and off the CAF. NEI, on the other hand, is able to work with licensees to rotate guards from various sites onto the CAF and then back to the sites. It is pointed out here, that this above sentence actually PROVES THE ALLEGATIONS that I am making. My decision was strongly influenced by the recognition that when personnel move from the CAF back to a site, they are returning with new knowledge and perspectives that further improve site security. They are returning with a CHEAT SHEET, have been given the answers to the test to share with their fellow members of the Security Team when they return to their home reactor site.

The NRC’s Design Basis Threat, or DBT, also underwent several modifications during my tenure. I’ve noted before, that because we face an evolving threat, I don’t believe the Commission can ever guarantee a constant DBT. We are not asking for a CONSTANT DBT, but one that keeps us safe. As one example, it is pointed out, that before 9/11 occurred, the DBT required protection against a explosvie laden truck the size of the one used in the first WTC Terrorist attack. However, after 9/11 when your licensee's found out they could not protect their reactors from said explosives laden truck, the explosive laden truck was reduced down in size to a SMALL SUV. However, we can and should assure that any proposed changes are studied in a careful and consistent process. To that end, the Commission supported a procedure that enables staff analysis of intelligence information to inform any potential changes to the DBT. The staff follows a rigorous examination of any new potential attribute, which includes evaluation of the extent to which an element of the integrated capabilities of our local, state, or federal authorities is already working to address a specific threat. This sounds impressive in a delivered Speech Mr. Lyons, but is completely opposite of the on the ground reality at the NRC...on too many occassions, after PRIVATE MEETINGS WITH NEI and YOUR LICENSEES, you have gone against the recommendations of your staff that so deligently studied the situation , so carefully made their recommendations in the best interest of human health and public safety. Again, as example I offer the case of the high powered 50 caliber rifle that your staff said should in the DBT (along with an extensive list of other weapons that the FBI, DHS and various law enforcement agencies said were easily attainable). The Commissioners after PRIVATE CONSULTATON with the NEI who argued COST, the DBT was GUTTED. It is pointed out here, that the primary reason the 50 Caliber was removed from the list was almost all reactor sites and their guard towers and control rooms have Bullet Resistent Glass, and inclusion of the 50 Caliber Rifle would have required them to install BULLET PROOF GLASS. Interesting enough, and cited as proof of the Commissioners illegal activities, it is pointed out that the reason given for taking this weapon off of the DBT list was) "it's not an easily attainable weapon." Not true...in fact, you could call it standard issue for gangs, drug lords and terrorist alike. In addition, if an attribute is added, we need to provide licensees with an appropriate time for implementation. What do you consider adequate time when it comes to protecting human health and safety? We routinely see you giving licensees ten year extensions to do MANDATORY inspections, watched stunned as your staff issues Generic Letter after Generic Letter excusing EVERY REACTOR OWNER from the regulations of 10 CFR because none of your liensees can meet the regulations for such reasons as THE PARTS ARE NO LONGER MADE...yet, you are extending licenses for 20 more years and carrying over 3000 exemptions into the new license renewals against YOUR OWN REGULATIONS.

Over the last four years, increased cooperation among Federal, state, and local agencies has further enhanced the security of our nation’s power plants. How so? Your own staff sat at the first License Renewal Meeting for Entergy's Indian Point and admitted in a significant incident or terrorist attack that our Evactuation Plan WILL NOT WORK...you intend on ordering us to Shelter in Place even though the 40 percent level of protection afforded by Sheltering In Place is inadequate protection of PUBLIC HEALTH according to your own 10 CFR Regulations. Can you explain to the Host Communities who gave you permission to commit Nuclear Genocide against a Host Community by giving such an order? The comprehensive reviews conducted by the Department of Homeland Security are a prime example of this involvement by other agencies. In addition, we’ve initiated hazard-based drills that exercise a wide range of off-site response elements with particular stress on interoperability of communications. It is pointed out here, that you have INADEQUATE INFRASTRUCTURE and EQUIPMENT to deal with a serious nuclear incident AT ANY OF YOUR REACTOR SITES...in fact, I know first hand, that here in Westchester County you currently have the ability to wash off radioactive contaminants at the rate of 200 people an hour under PERFECT CONDITIONS...do the math for say 500,000 people Mr. Lyons. Do people exposed to radioactive particulates falling frm the sky have 2500 hours to wash the crap off of themselves? That's what...little over three months! Care to share with EVERY STAKEHOLDER COMMUNITY the fact that you only have the abiltity to safely evacuate to Approved Shelter facilities 20 percent of the population. I know these figures to be true, as I have friends that are approved FIRST RESPONDERS. The agency and licensees are also conducting imminent threat drills. These drills utilize the real-time information exchange we’ve developed with the North American Aerospace Defense Command to identify any airborne threat, along with detailed modeling of all domestic plants to determine the steps necessary to place a plant into the safest possible configuration prior to any potential impact. With all due respect, care to share with your readers how long it takes to scrabble say three F16's...I know already. Care to admit to the general public around say Indian Point that there is nothing the NRC, DOD or DHS can do if a plane is hijacked at Stewart or Westchester County Airports and flow directly at our nuclear facility? If you would like, I am more than happy to get my digital camera out here and film some of the large planes that are regularly flying almost directly over Indian Point. In addition, we recently conducted a pilot of an Integrated Comprehensive Exercise at Limerick, which enabled federal, state, and local forces to work together. Taken together, the wide range of exercises that have been conducted demonstrates the incredibly robust security at domestic nuclear plants. WOW....your 40 security guards can protect against a force on force team that consists of THREE PEOPLE! How many people were involved in 9/11? By the way, did you know it is possible to take out most nuclear reactors without even going onto the facility grounds? Have you seen the ammuniction available for a 50 caliber rifle...care to discuss the shoulder launched mortats that you also took off the DBT list there Mr. Lyons? I know, lets talk about the new fully automatic 12 gauge...if you like I can post up pictures of this weapon and its munitions that is easily found online.

In addition to these safety measures, the agency has devoted more attention to mitigating effects of an aircraft impact. Regulations now require each nuclear plant to develop the capability to deal with large fires and explosions. In addition, through a rulemaking finalized by the Commission last month, new requirements are in place for all new plants to assure that they meet specific performance requirements after an impact HOW can you stand up before your peers and LIE....you have WEAKENED fire regulations because none of your licensees could meet the regulations....care to state how long the crew has to run through and shut down the entire facility....want to talk about the failing coatings on wires during a fire? I know...how about we discuss the poisonous fume issues once those coatings start melting. What about debris blocking the discharge canal? Even a small plane can take out the spent fuel pools at Indian Point, a large Boeing 747 wiping out how many hundreds of thousands once the spent fuel fires began? Want to talk about the back up diesel generators? At Indian Point ALL DIESEL GENERATORS for both reactors are in the same building...even worse...reactors two and three are bothing claiming use of THE SAME BACK UP GENERATOR.

Be honest Mr. Lyons...the Commissioners are too nuclear reactors what the FDIC, FED and the SEC were to Wall Street and the Banks, and if you think we in America's Host Communities hould feel good about that, you are sadly mistaken. What is truly sad, is America will not wake up to the truth we speak until there is a significant nuclear accident or terrorist attack at one of these aged facilities, and you and your fellow commissioners have decided you are willing to play Russian Roulette with our lives in the name of a Nuclear Renaissance.

Imagine if the military could incapacitate an entire crowd of people with a nonlethal weapon mounted on a Humvee. That's what the Marine Corps hopes to do with its Mission Payload Module Non-Lethal Weapons System (MPM-NLWS):

The MPM-NLWS will provide a Joint warfighting capability that delivers counter personnel non-lethal effects applicable to controlling crowds, denying/defending areas, controlling access and engaging threats while providing increased standoff distance for protection of friendly forces. These non-lethal effects will enable friendly forces the following capabilities: deny, disrupt and/or canalize enemy movements and maneuvers; Deny enemy access to terrain or facilities; Enhance friendly force weapons, obstacles, and munitions effects; Generate exploitable delays and opportunities; Produce desired effects on enemy forces (non-lethal); and reduce causalities and risks to the U.S. and allied forces. The MPM-NLWS will be designed to operate in all operating environments and is well suited for asymmetric warfare, urban environments, maritime security, homeland defense and decisive combat engagements.
I.B System Description
The MPM-NLWS is a non-lethal weapon system that is explicitly designed and primarily employed so as to incapacitate with a high probability of infliction to personnel positioned within the targeted area, while maintaining a low probability of permanent injury. The MPM-NLWS is envisioned, but not conclusive, to be a tube launched munitions system that delivers a volume of fire to affect a targeted area; however, other non-kinetic non-lethal technologies (payloads) are known and may be available that could adequately satisfy the desired performance parameters and system attributes identified in the MPM-NLWS Performance Specification.

As the pictures above shows, it's a Humvee (or Humvee-replacement) mounted system, although the draft solicitation says that future versions may go on unmanned ground systems or naval vessels (which would have made the recent confrontation with Iran pretty interesting). It's worthwhile to note that one of the lead candidates for the delivery system is Metal Storm (of "million rounds a minute" fame) While I've often ~~ridiculed~~ questioned Metal Storm's market strategy (i.e. convincing shareholders that Metal Storm is the next sliced bread), I do believe the technology may have some very decent niche capabilities, like this one.

It is obvious that the United States Navy is calling in favors in trying to keep news tamped down where the over night near cataclysmic Nuclear Submarine accident almost sank the USS New Orleans in the Straight of Hormuz, only the busiest shipping lane in the entire world...what news getting out is alarming. The USS New Orleans has its Hull viciously ripped open, ballast tanks, tore open a fuel storage tank dumping over 25,000 gallons of diesel into the Straight of Hormuz as ship crews went into Emergency Red Alert efforts to save the stricken vessel from sinking...after much effort, the ship was stabilized and saved. Meanwhile, the USS Hartford Nuclear Attack Sub has over ten percent of its crew reporting injuries, and a Navy Spokesperson has admitted CLEARLY VISIBLE DAMAGE...IE, the MAST was almost RIPPED OFF.

How close did the USS New Orleans comes to sinking overnight when it had major sections of the ship RIPPED OPEN AND FLOODED in its vicious collision with the nuclear submarine USS Hartford? With each passing hour the Navy DAMAGE ASSESSMENTS are growing...what had been at first classified as a minor incident now has the USS Hartford unable to submerge, and tells a story of the USS New Orleans having to implement EMERGENCY ACTIONS to stabilize the ship after two ballast tanks were severely ruptured, temporarily crippling the ship. Two U.S. warships are out of action in the Middle East after the attack submarine Hartford and the amphibious transport dock New Orleans collided in calm seas while transiting the Strait of Hormuz into the Persian Gulf in the early morning hours Friday.

Fifteen sailors on Hartford were injured but were able to return to duty, according to Navy officials. No injuries were reported aboard New Orleans.

The exact circumstances of the 1 a.m. incident are unclear. The Hartford was “submerged but near the surface” at the time of the collision, a source told Navy Times.

Both ships are now limping into a local undisclosed port, said Cmdr. Jane Campbell, spokeswoman at 5th Fleet in Bahrain.

“They’re both underway on their own power, and both are in the [Persian] Gulf at this point,” she said. “Hartford is on the surface and will remain on the surface until she’s in port.”

Damage to the wounded ships is being evaluated.

Campbell said initial assessments show two ballast tanks on New Orleans were ruptured, resulting in seawater flooding that required the ship to be stabilized. A fuel tank was also ruptured, causing an estimated spill of 25,000 gallons of marine diesel fuel into the gulf.

“She had flooding in three distinct compartments,” Campbell said. “The flooding is secure, and the ship is making way on her own power.”

Hartford suffered “visible” damage to the sail and to a bow plane. Campbell could not say if components of the sail such as masts and periscopes are damaged as well, but the sub will make a surface transit into port.

“It’s important to point out that Hartford’s [nuclear] powerplant was not affected in this at all,” she said. “We’ll be doing a full incident investigation report as well as a JAGMAN investigation.”

This is the third recent collision involving a U.S. submarine in the Strait of Hormuz or the Persian Gulf.

On Jan., 8, 2007, the attack submarine Newport News and the Japanese oil tanker Mogamigawa collided in the Strait of Hormuz, a busy strategic chokepoint that runs between Iran and Oman. Both ships were headed south and out of the gulf at night when the submerged submarine was overtaken by the faster-moving tanker sailing on the same route.

The movement of the large tanker caused the smaller submarine to be drawn into the ship’s surface wake by the intermingling pressure areas created by their hull washes — a phenomenon known in physics as the “Venturi effect.”

In a previous incident, on the night of Sept. 25, 2005, the attack submarine Philadelphia, while traveling on the surface, collided with a Turkish cargo ship off the coast of Bahrain. No one was injured in the collision.

Both Philadelphia and Newport News underwent repairs in Bahrain before returning to homeport.

Hartford and New Orleans are members of the Boxer Expeditionary Strike Group. Another ship from the group, the dock landing ship Comstock, was in the area at the time of the collision. Boxer remains in the Gulf of Aden on counterpiracy patrol. It and most of the other strike group departed San Diego Jan. 8.

Qualified Workers Threatening Safety of Reactor Host Community

A ever worsening worker shortage in the American Nuclear Industry sees the NRC willingly putting host communities at HIGH RISK to Human Error Accidents in the name of Reactor Owner profits. On an almost daily basis all across the nation episodes of sleeping Control Room staff, exhausted guards, and overly worked Maintenance and Inspection crews are being swept under the carpet as the NRC attempts to hide this troubling reality from Host Communities.

Imagine workers at these CRITICAL INFRASTRUCTURE locations, because of worker shortages putting in 60-70 hours week in and week out as their exhaustion builds, as their mental crispness WANES. The average American worker puts in just under 2100 hours a year, while the NRC and its licensees expect over worked and under paid staff to put in (on average)almost 3700 hours on a yearly basis. Tired minds make mistakes...human error caused the Reactor Melt Downs at Chernobyl and Three Mile Island here in America.

Ask yourself host communities...can you afford the risks the nuclear industry is exposing you to in OVER WORKING their staffs because of greed? Has the time come to demand work weeks for all employees at Nuclear Facilities (including guard staff) to not work more than a 48 hour week (notice this still allows Nuclear Reactor sites to have employees working reasonable over time hours. Not only would such a NRC Rule Change be good from a SAFETY PERSPECTIVE, but it would add on average 700 new employees at most reactor sites, which in turn will BOOST Host Community economies and tax bases.

Five times since 2000, operators of U.S. nuclear power plants have been found slumped over their controls asleep, according to federal documents.

The suspected reason each time: exhaustion from long stretches of overtime. The problem is that there's a shortage of nuclear operators -- in Florida and across the country. A lawsuit filed recently by 20 nuclear operators at Turkey Point complained that on average most of them work ''60 to 70 hours or more'' a week.

In the first six weeks of of 2008, the Nuclear Regulatory Commission found that Florida Power & Light's nuclear plants had 21 overtime ''deviations'' in which 17 plant operators had worked more than 72 hours a week, the maximum now allowed. Two of those workers were involved in a spill of 200 gallons of boric acid used to control the nuclear reaction in the core, but there was no indication from the NRC on whether fatigue could have caused the error.

FPL says it complies with all federal requirements concerning overtime and is working hard to develop more nuclear operators. ''At each of our nuclear sites, FPL carefully tracks the hours worked by our operators to ensure compliance with NRC work hour requirements,'' says FPL spokesman Tom Veenstra.

Pasted below is a interview with Homeland Security wingnut Janet Napolitano. I have added some commentatary in red ink, but here is my primary gripe (setting aside Illegal Aliens). She has decided we need to TONE DOWN THE RHECTORIC, and to accomplish this she is BANNING the use of the words/descriptors of terrorist, terrorism, terrorist attacks and any other terms of a simliar nature that MIGHT OFFEND MUSLIMS! She feels we should use more political correct terms in describing 9/11 and the collapse of the World Trade Centers as "Man Caused" disasters! NO BITCH, the taking down of those towers was a TERRORIST ATTACK, and you DISGRACE THE HONOR OF EVERY AMERICAN THAT DIED THAT DAY trying to call that attack anything but a TERRORIST ATTACK.

'Away From the Politics of Fear'

Janet Napolitano, 51, is President Obama's new Homeland UnSecurity Secretary. She spoke with SPIEGEL about illegal immigration, the continued threat of terrorism and the changing tone in Washington.

SPIEGEL: Madame Secretary, in your first testimony to the US Congress as Homeland Security Secretary you never mentioned the word "terrorism." Does Islamist terrorism suddenly no longer pose a threat to your country?

Napolitano: Of course it does. I presume there is always a threat from terrorism. In my speech, although I did not use the word "terrorism," I referred to "man-caused" disasters. That is perhaps only a nuance, but it demonstrates that we want to move away from the politics of fear toward a policy of being prepared for all risks that can occur. A NUANCE...no Janet, that is a insult and a disgrace to every American that lost their lives in the Twin Towers on September 11th...the planes that took down the Twin Towers, that flew into the Pentagon were FLOWN BY TERRORISTS in a terrorist attack! A "man caused" disaster intones accidential actions that caused a disaster...as example, a bus crash, or the collapse of that bridge due to neglect on the part of repair crews and inspectors...that is "Man Caused" disaster...Terrorist using force, bombs and suicide attacks to kill innocent human life is a TERRORIST ATTACK, and how dare you state otherwise...you Ma'am are a disgusting PIG.

SPIEGEL: This sounds quite different from what we heard from the Bush administration. How will the new anti-terror policy differ from the previous one?

Napolitano: Our policies will be guided by authoritative information. We also have assets at our disposal now that we did not have prior to 9/11. For example, we are much better able to keep track of travellers coming into the US than we were before. (Shaking head...Illegal Aliens Janet, how are you doing on your job of tracking them? Performed a work place raid recently? By the way, what keeps a criminal or terrorist from crossing into American via our Border with Mexico? I mean what, it has been crossed TWELVE MILLION TIMES ALREADY, and you are fine with that track record?) The third thing is to work with our international partners and allies to make sure that we are getting information and sharing information in an appropriate and real-time fashion.

SPIEGEL: This weekend you met in Berlin with six European Union interior ministers. What should Europeans expect of you and the Obama administration?

Napolitano: Well, vis-à-vis working with me, what they can look forward to is a spirit of cooperation and coordination. Our approach will be not so much focused on protocol but on what steps each of us needs to accomplish to make our countries more secure. (Tell us Janet, what steps have you taken to SECURE our Southern Border with Mexico? What steps have you taken to keep the violence from Mexico's Civil War from spilling into America...or did you miss that report that Illegal Aliens working for the Drug Cartels now have a foot hold in 251 American Cities?)

SPIEGEL: What would you like to hear from your German counterpart, Interior Minister Wolfgang Schäuble?

Napolitano: The Bundestag (eds note: German parliament) soon has before it a vote to increase information-sharing, on criminal information, with us. This exchange is vital. Oh...sharing of CRIMINAL information. Now Janet DEARY (deliberately demeaning and sexist here) tell me, is it now true that EVERY ILLEGAL ALIEN WORKING IN AMERICA HAS VIOLATED at least for laws? Based on that reality, how can you and Mr. Obama be considering AMNESTY for them? More importantly, if they can SKIP OUT ON TAXES, if they can commit felonies and be granted AMNESTY, what incentive is there for the rest of us LEGAL AMERICANS to obey your laws...is it your suggestion through your actions that we should swirl down into ANARCHY? I just want to know so I can exercise my Second Amendment Rights before it is too late and I cannot defend my home against hordes of invading Illegal Alien Criminals made into CITIZENS with a stroke of Obama's pen.

SPIEGEL: You would like the German authorities to share personal data of terrorism suspects, such as fingerprinting and DNA?

Napolitano: That is exactly right. We will also want to share some experiences with counter-radicalization, how the radicalization of young Muslims in our countries can be prevented. Here is a clue...do away with CHARTER SCHOOLS, make attendance at Public Schools MANDATORY...that's right, lets do away with ALL PRIVATE SCHOOLS, starting with the ones run by the Catholic Church. Secondly...deport Illegal Aliens, show that we truly are a NATION OF LAWS, and that those violating our laws will be dealt with harshly. Lastly, STOP BEING SO POLITICALLY CORRECT....I'd be willing to bet you Janet Napolitano, that if every time there was a Terrorist Attack carried out by Muslims we took out a Mosque, it would not take very long for the Moderate Muslims to reign in their own....for those crying foul, I am more than willing (if I were the President) to order a strategic strike on a Catholic Church if a suicide bomber (think abortion clinics) committed a terrorist attack.

SPIEGEL: Europe has a problem with just such people, young Muslims who grew up in the West and are still susceptible to radical messages. The terrorists responsible for the July 2005 attacks in London are an example.

Napolitano: In some ways, the problem in Europe is greater than in the United States. But the questions are the same. How do you identify a youth who is susceptible to becoming radicalized? How do you work with that youth, his family and community to give them alternatives to radicalization? Have you serious looked at the Illegal Alien Communities Ms Napolitano...the Latino Illegal Alien Criminals, the Latino Illegal Alien Gangs running wild in some of our larger cities are JUST AS BAD as those deranged idiots that took out the World Trade Centers...what, do we have to wait till some of these Illegal Alien monsters create a "Man Made" Disaster before you will see them as a PROBLEM?

SPIEGEL: Would you characterize such social measures as a task of your agency?

Napolitano: Yes. In fact, we have group within my agency, the civil liberties group, and they have a focus right now on that issue. (Let me wipe the spit off my flat screen...civil liberties group...you mean the SCUM BAG ASS MUNCHES YOU HAVE WORKING ON COMMUNITY OUT REACH TOO ILLEGAL ALIEN CRIMINALS? Maybe America will get lucky and some foreign press will see this citizen CORRECTED transcript, see you for what you are Janet...you are not the Secretary of Homeland Security, you are a TRAITOR TO AMERICA, and a risk to the lives of EVERY LAWFUL MAIN STREET AMERICAN.)

SPIEGEL: Because the US fears that homegrown European terrorists with European passports could enter the country without a visa, for some weeks all travellers have had to via the internet at least 72 hours before departure. Is that not going too far?

Napolitano: Thousands have registered with the ESTA program, and the rate of acceptance is around 98 percent. This new technology enables us to more thoroughly check who wants to visit our country. (Tell the truth there JANET....first, that 98 percent figure does not factor in one single person that enters America ILLEGALLY. Another question....why is a 98 percent success rate for ESTA adequate enough for you to SING ITS PRAISES, but E Verify that would push every Illegal Alien of their jobs, E Verify that is over 99 percent EFFECTIVE isn't ready for prime time UNTIL AFTER YOU AND OBAMA PUSH AMNESTY DOWN THE TROATS OF MAIN STREET AMERICANS.)

SPIEGEL: Should European visitors be prepared to submit even more personal data in the future?

Napolitano: Right now, our focus is on ESTA, as it is.

SPIEGEL: As one of his first official acts in office, President Obama took steps toward closing the prison at Guantanamo Bay. The German Foreign Minister Frank-Walter Steinmeier signaled that Germany would be prepared to accept some detainees. In your view, how many should Germany take?

Napolitano: Right now, we are participating in a group that is reviewing detainees' files case by case. Once that review is completed, the experts will make recommendations to me and ultimately to the president on what should be done with the detainees. It is of course a very great help if other countries have the willingness to take some of the detainees.

SPIEGEL: As governor of Arizona, you counted on new surveillance technologies to secure the border with Mexico. What sort of technology could you use in the fight against terrorism? PSSST....Speigel, that technology DOES NOT WORK!

Napolitano: The violence perpetrated by drug cartels along the Mexican border has truly reached a different quality. This is partly fueled by guns that are purchased in the US and then transported south across the border. We scan license plates to help us determine which vehicles we must stop and search. WOW...LICENSE PLATE SCANNING and trying to take away the guns of lawful American Citizens is your answer to DRUG VIOLENCE IN MEXICO YOU DUMB IGNORANT TWIT? Flipping you both fingers in STERIO...how about bringing some of our troops home from the Middle East (instead of sending them to Afghanistan) and putting them on the border WITH LIVE AMMO! I'd even pay higher taxes for that!

SPIEGEL: Is the drug war in Mexico truly a danger for the national security of the United States?

Napolitano: What is happening in Mexico now is a huge battle for the control of large geographic parts of the country between the federal government and these cartels. Yes, what happens in Mexico has huge impacts for every American. But you want to grant their DRUG NETWORK IN 253 CITIES AMNESTY...hello BITCH, it is the Illegal Aliens that are bringing the drugs in, are selling the drugs in our communities...unfortunately, the cops in our communities are afraid of being taken into court by the ACLU if they arrest an ILLEGAL ALIEN, so the drug dealers in our community drive the streets with IMMUNITY.

SPIEGEL: When you were Arizona's governor, illegal immigration was an important issue for you. Your comment on the idea of a border fence was, "Show me a 50-foot fence, and I'll show you a 51-foot ladder." Europe hasn't found an answer to illegal immigration. What can Americans and Europeans learn from each other? That giving into a carefully orchestrated INSURGENCY in not the answer? That LIVE AMMO WORKS, that they respect OVERWHELMING FORCE?

Napolitano: That you have to be pragmatic. You have to avoid over-simplification from the far right and from the far left. Ultimately, you need to deal with the underlying immigration law and a reasonable immigration policy. At some point, when the time is appropriate, our president and congress will re-engage on the underlying immigration law. Right now, my task is to make smart enforcement decisions on the law that we have. What SMART DECISIONS BITCH? How many work place enforcement raids since you took office? ONE! And even then you demanded AN INVESTIGATION INTO WHY THAT ONE TOOK PLACE! FUCK YOU, FUCK YOU, and DOUBLE FUCK YOU! OH BOO FUCKING WHO, I am not being politically correct Ms. Napolitano...SUCK MY FUCKING MAIN STREET AMERICAN DICK YOU DUSHE BAG BITCH TRAITOR...does that make it clear enough how much I loath you for refusing TO ENFORCE OUR LAWS? You have a job, so it is FINE BY YOU if 12.5 Million Americans are out of work while seven million illegal alien criminals have jobs.
