NRC Commissioners Under Investigation FOR DBT Fixing

Greetings Anti Nuke Friends...This is an all hands on deck moment, our chance to hand the entire group of Commissioners a serious gut punch for CHEATING when it comes to the DBT. I was (which is not unusual) upset when I learned the Commissioners had once again voted against staff recommendations regarding the strengthening of the DBT (Design Basis Threat) document which dictates what weapons a licensee must be capable of defending against.

I did what I usually do...fired off a scathing ACCUSATION which outlined some of what I know to be a fact, pointing out why I knew the Commissioners were worshipping at the Nuclear Temple of Taint at NEI. Good news...the Inspector Generals Office has informed me that they are going to investigate my allegations, want to set up a time to interview me further on my allegations.

This is where all you in the Anti Nuclear Arena come in, and can become involved. ANYTHING related to REACTOR SECURITY (which if you think about it is ALMOST everything) and the DBT that you want addressed email to me via this email. I am specifically interested in instances where you feel the Commissioners have cheated on the DBT, or have ignored your CONCERNS and ALLEGATIONS regarding the DBT and security issues. IE, force on force exercises. claims that the DBT is inadequate, instances where they have refused to address your concerns regarding the DBT, especially as relates to LICENSE RENEWAL. Think Mothers for Peace, think creating a huge MONSTER PROBLEM for the NRC, think of this as an opportunity to get rid of the likes of Dale Klein.

Overview

The term sensitive unclassified information as used here is an informal designation applicable to all those types and forms of information that, by law or regulation, require some form of protection but are outside the formal system for classifying national security information.1 As a general rule, all such information may be exempt from release to the public under the Freedom of Information Act. This module reviews the most common types of sensitive unclassified information.2 Again, this is a designation being used far to frequently just because certain people want the general public kept in the dark...Transparancy is a good thing.

Department of Defense also uses the term Controlled Unclassified Information (CUI) to refer to certain types of sensitive information within DoD that require controls and protective measures. CUI includes For Official Use Only and information with comparable designations that is received from other agencies, DoD Unclassified Controlled Nuclear Information, "Sensitive Information" as defined in the Computer Security Act of 1987, and DoD technical data.3

Some information that is not formally designated as sensitive is nonetheless inappropriate for putting on a public Internet site. This is discussed in Pre-Publication Review of Public Web Site Content.

Most categories of sensitive unclassified information are defined by federal law, while others such as For Official Use Only are defined by organization policy and some government organizations use different names for this category of information. Most legislative authorities are very specific in identifying the protected category of information, while others are general and leave much discretion to the agency or company.

Procedures for safeguarding sensitive unclassified information depend upon the category of information and, in some cases, vary from one agency or company to another.

Reporting Responsibilities

If you are entrusted with safeguarding classified material, you are expected to report potentially significant, factual information that comes to your attention and that raises potential security concerns about a co-worker. You are also strongly encouraged to help co-workers who are having personal problems that may become a security issue if the problems are not addressed.

Presidential Executive Order 12968 on "Access to Classified Information" states: "Employees are encouraged and expected to report any information that raises doubts as to whether another employee's continued eligibility for access to classified information is clearly consistent with the national security." It states further that the head of each agency that grants access to classified information shall establish a program to educate employees with access to classified information about their individual responsibilities under this order.1 This security guide meets that requirement.

Overview

Your short course in Treason is a series of articles on how spies are caught, the prevalence of espionage, and why people spy.

It starts with a short piece on How Spies Are Caught. That comes first, as it is so important for anyone who may be considering espionage to understand that they WILL be caught. Perhaps not right away, but eventually. The statute of limitations does not apply to the crime of espionage. Anyone who commits this crime will have to be looking over their shoulder for the rest of their life.

The Insider Espionage Threat identifies four conditions that must exist before espionage occurs – opportunity to commit the crime; motive; ability to overcome inhibitions such as moral values, fear of being caught, and loyalty to employer or co-workers; and a trigger that sets the betrayal in motion. The article then analyzes how these pre-conditions for betrayal are increasing as a result of changes in social and economic conditions in the United States, and in our relations with the rest of the world.

Explosive growth in information technology is increasing exponentially the amount of information that can be collected and compromised by a single, well-placed spy. Insider Threat to Information Systems examines some of the unique security issues associated with computer professionals.

Exploring the Mind of the Spy discusses what psychologists have learned by interviewing and testing arrested and convicted American spies. Motivations for espionage are far more complex than commonly believed. Selling secrets is usually the last act of a long-simmering emotional crisis. In many cases, the symptoms of this crisis have been observable, identifiable, and even treatable before the damage was done. Typically, however, the potential significance of the "at-risk" behavior has not been recognized or reported at the time by coworkers or supervisors.

Espionage by the Numbers describes an unclassified database on all Americans arrested for espionage since the start of the Cold War. Based on media reports, trial records and unclassified official documents, the data base records information characteristics of the spies, characteristics of the espionage activity, and prevalence among the spies of several behaviors that are commonly associated with security risk.

Counterintelligence If a story smells fishy, it probably is fishy! Counterintelligence Indicators Counterintelligence indicators are signs that an individual may already be involved in espionage or other improper use of classified information. The record of past espionage cases shows that co-workers and supervisors often overlooked or failed to report counterintelligence indicators which, had they been reported, would have permitted earlier detection of the spy. Some of the following indicators are clear evidence of improper behavior. Others may well have an innocent explanation but are sufficiently noteworthy that your security office should be informed. If you become aware that any of the following indicators apply to one of your co-workers, you are expected to report this information directly to your security office or a counterintelligence office, or by calling any one of the Hotline Numbers that various organizations have set up for this purpose. The security office will evaluate the information in the context of all other information known about the individual. Depending upon the circumstances, action may range from simply making a note in the individual's security file to conducting a discrete investigation. If your reporting helps stop a case of espionage, you may be eligible for a reward of up to $500,000. The reward is authorized by an amendment to Title 18, U.S.C., Section 3071, which authorizes the Attorney General to make payment for information on espionage activity in any country which leads to the arrest and conviction of any person(s): For commission of an act of espionage against the United States. For conspiring or attempting to commit an act of espionage against the United States Or which leads to the prevention or frustration of an act of espionage against the United States. Reportable Indicators Indicators of Potential Motivation Disgruntlement with one's employer or the U.S. Government strong enough to make the individual desire revenge. Any statement that, considering who made the statement and under what circumstances, suggests potential conflicting loyalties that may affect handling of classified or other protected information Active attempt to encourage military or civilian personnel to violate laws, disobey lawful orders or regulations, or disrupt military activities. Knowing membership in, or attempt to conceal membership in, any group which: 1) advocates the use of force or violence to cause political change within the U.S., 2) has been identified as a front group for foreign interests, or 3) advocates loyalty to a foreign interest. Repeated statements or actions indicating an abnormal fascination with and strong desire to engage in "spy" work. Fantasies of oneself as a James Bond. Potential Indicators of Information Collection Asking others to obtain or facilitate access to classified or unclassified but protected information to which one does not have authorized access. Obtaining or attempting to obtain a witness signature on a classified document destruction record when the witness did not observe the destruction. Offering extra income from an outside activity to a person with a sensitive job, in an apparent attempt to entice that person into some unspecified illegal activity. Undue curiosity or requests for information about matters not within the scope of the individual’s job or need-to-know. Unauthorized removal or attempts to remove classified, export-controlled, proprietary or other protected material from the work area. Retention of classified, export-controlled, proprietary, or other sensitive information obtained at a previous employment without the authorization or the knowledge of that employer. Extensive use of copy, facsimile, or computer equipment to reproduce or transmit classified, sensitive, or proprietary material which may exceed job requirements. Taking classified materials home or on trips, purportedly for work reasons, without proper authorization. Working odd hours when others are not in the office without a logical reason, or visiting work areas after normal hours for no logical reason. Bringing cameras or recording devices, without approval, into areas storing classified or other protected material. Potential Indicators of Information Transmittal Storing classified material at home or any other unauthorized place. Short trips to foreign countries, or within the U.S. to cities with foreign diplomatic facilities, for unusual or unexplained reasons, or that are inconsistent with one’s apparent interests and financial means. Excessive and/or unexplained use of e-mail or fax. Failure to comply with regulations for reporting foreign contacts or foreign travel. Any attempt to conceal foreign travel or to conceal close and continuing contact with a foreigner, particularly a foreign official. Foreign travel not reflected in the individual’s passport to countries where entries would normally be stamped. Maintaining ongoing personal contact, without prior approval, with diplomatic or other representatives from countries with which one has ethnic, religious, cultural or other emotional ties or obligations, or with employees of competing companies in those countries. Potential Indicators of Illegal Income Unexplained affluence, or life-style inconsistent with known income. Includes sudden purchase of high-value items or unusually frequent personal travel which appears to be beyond known income. Sudden repayment of large debts or loans, indicating sudden reversal of financial difficulties. Joking or bragging about working for a foreign intelligence service, or having a mysterious source of income. Other Potential Indicators Behavior indicating concern that one is being investigated or watched, such as actions to detect physical surveillance, searching for listening devices or cameras, and leaving "traps" to detect search of the individual’s work area or home. Any part-time employment or other outside activity that may create a conflict of interest with one's obligation to protect classified or other sensitive information, and that has not been approved by the security office. Attempt to conceal any activity covered by one of these counterintelligence indicators.

Hey NRC...What is in the DBT?

One of the big complaints that host communities have in being forced to host dangerous, failing reactors for another 20 years (besides the fact that they are American Chernoby's waiting to happen) is the fact we are not allow to have any real say in the DBT, nor any idea of what is or is not included in the DBT. Simply stated, we are left to our imaginations. Since the NRC will not honestly let us as Stakeholders know what SECURITY RISKS we face in the event of a terrorist attack, since we do not know what the SLEEPING GUARDS can actually protect against, thought I'd share a few weapons that MIGHT be on the DBT...maybe the NRC will realize truth and open honesty with HOST COMMUNITIES is far less dangerous than our run away imaginations...or not.

KIRTLAND AIR FORCE BASE, N.M., Nov. 1, 2005 – A laser technology being developed by Air Force Research Laboratory employees at Kirtland Air Force Base, N.M., will be the first man-portable, non-lethal deterrrent weapon intended for protecting troops and controlling hostile crowds...Can see Neil Sheehan ordering a couple of dozen!

The weapon, developed by the laboratory's Directed Energy Directorate, employs a two-wavelength laser system and is the first of its kind as a hand-held, single-operator system for troop and perimeter defense.

The laser light used in the weapon temporarily impairs aggressors by illuminating or "dazzling" individuals, removing their ability to see the laser source.

Special Operations Forces Demolition Kit
(SOFDK)

The SOFDK contains a variety of inert items that, when field loaded, provide Special Operations Forces with the capability to tailor charges to the target by using SDK components and C4 or other moldable explosives. The kit provides several methods of attaching charges/munitions to targets. The overall intent is to allow the operator to construct the smallest, lightest charge feasible with the greatest standoff distance attainable and maximum precision. I have a question....how can this type of stuff be put up on EASILY ACCESSIBLE PUBLIC WEB SITES, but we cannot see the DBT? Could it be the NRC does not want Host Communities to know just how PATHETIC Reactor Site Security is?

Each kit will contain explosive, ignition material, attachment devices and a rebar cutter. Hey Richard Barkley, how much of a chance does a CINDER BLOCK SPENT FUEL POOL HAVE AGAINST A RBWK? Is such a kit included in the DBT?

The Helen Keller Brain Salad Directed Energy Sandwich Nuclear Comparison

America's Nuclear Reactors are perhaps some of the most critical infrastructure in America, and also some of the most poorly guarded...as example, the NEI was successful in convincing the NRC that Bullet Resistence Glass was fine when weighed with what it would cost the Licensees to upgrade their guard towers! (About $10 million per reactor site on a one time investment basis.)

That might sound like a lot of money, the industry position reasonable until you take a look at the DOD and their Directed Energy Directorate located at the Phillips Research Site, Kirtland Air Force Base, New Mexico. The Directorate has a workforce of more than 600 people, an annual budget exceeding $130 million, and 670,000 square feet of working space. What do they do? Look for ways to blind large groups of protesters with pulse weapons while they turn your brains into egg salad. (Right now, they are looking to control the lazer pulses enough that they do not do permanent eye damage. Take Microwave oven doors to your next Anti Nuclear sit in to make a group shield with.)

The Advanced Optics & Imaging Division develops techniques and technologies to improve optical systems, and then transition those systems to war-fighting commands. The Division also is working on systems that will accurately place a beam of laser light on a target such as an attacking missile. Much of this research is in support of the Air Force's Airborne Laser program.

The High-Power Microwave Division is the Air Force's center of excellence for high-power microwave technologies, managing all research and development in that area. This includes high-power microwave hardware and systems, as well as protection against an aggressor's microwave systems.

The Laser Division is the Department of Defense's center of expertise for the development of lasers and for getting those technologies to U.S. military forces. Included are semiconductor, gas, chemical, and solid-state lasers.

The Optical Surveillance Division provides research and development for leading-edge space capabilities to enhance the United States' space mission.

The Starfire Optical Range Division operates a facility that includes a 3.5-meter telescope, one of the largest in the world able to image satellites passing quickly overhead. The facility also uses lasers and adaptive optics as part of its research for obtaining high-resolution images of objects in space.

The Program Integration Division assesses potential applications and effects of systems incorporating directed energy technologies. The Division also manages the strategic development of the Directed Energy Directorate.

Nuclear Industry Renaissance Is Dying On Vine

Despite the best Public Propaganda Campaign that tritium tainted money can buy, despite the efforts of Admiral Skip Bowman to save the Nuclear Industry as the Nuclear Navy's civilian jobs bank, NEI's vision of a Nuclear Renaissance is dying on the vine. Their FIRST BIG SMACK DOWN came when they were not able to keep their FIFTY BILLION PORK BONE in the Omnibus or Stimulus Bill even though Obama and crew were throwing around taxpayer dollars like candy. Next on the list...both Senator Reid and President Obama has said NO TO YUCCA Mountain as a long term storgage facility...NEI has plans in the works to trick FOUR REGIONAL COMMUNITIES into playing host to supposed temporary sites while spent fuel sits for 99 years waiting to be processed.

Before your community gets TRICKED into become a regional long term death trap for your citizens, consider this...DOE has spent BILLIONS building a MOX (mixed-oxide fuel)plant at Savanah River. MOX is another one of those poppycock, half baked plans like GNEP (Global Nuclear Energy Plan) to deal with nuclear waste by reprocessing it into future use fuel. ONE PROBLEM...the DOE has NO CUSTOMERS FOR THEIR MOX FUEL even if they get the plant completed, up and operational.

Energy Department's MOX fuel program loses only contract
The Department of Energy has no customers for the mixed-oxide fuel plant under construction at its Savannah River Site in South Carolina now that Duke Energy let its contract expire. Friends of the Earth spokesman Tom Clements said Duke's decision should raise questions about the fuel program. The Greenville News (S.C.)/The Associated Press (3/15)

In other news...even though the Nuclear Industry has been unable to SUCCESSFULLY dispose of even one ounce of reactor waste, the industry wants to push forward with NEW REACTOR BUILDS. As a stakeholder living just three miles from Entergy's horrid Indian Point Reactors, as someone that has seen the cancer caused by this facility up close and personal, DO NOT LET NEI, the NRC and the nuclear industry site a new reactor in your community, even if your citizens have to take drastic steps to keep them from forcing you into being a host community.

Nuclear growth continues though waste issue is stalled
Georgia Power plans to build two reactors at its Vogtle plant, but the administration's decision to cut funding for a nuclear-waste repository in Nevada calls into question what will happen to the tons of waste in Georgia waiting to be sent to a storage facility. NEI says it can be safely stored for decades at the plants where it is created, while critics say no more waste should be produceduntil a storage solution is determined. NRC's False Assertion Regarding A Terrorist Attack on American's 104 Reactor Licensee Sites

If you believe the propaganda perpetrated upon aging reactor host communities, you would believe America's 104 aging reactors are safe from aerial attack, or if attacked, they have enough in depth defenses to excuse them from the requirements of NEPA. In fact, that has been the NRC's position in every License Renewal Application brought before their agency, despite the decision against them in the "Mothers For Peace" case decided in the Ninth Circuit despite overwhelming evidence to the contrary.

Everyone knows why the NRC is clinging to this position...including the environmental costs should a plane attack or crash into a Nuclear Power Plant would run into the hundreds of billions of dollars instantly, show stakeholders and Congress the folly of the Price Anderson Act's waiver of liability granted to Nuclear Reactor Licensees. More importantly, it would suddenly make license renewal a very unattractive and potentially costly choice when risks and costs are weighted fairly. Problem is, the facts on the ground refute the NRC assertions, make them guilty of lying, make them guilty of dereliction of duty, put them in collusion with the Nuclear Industry to Rubberstamp License Renewals, which begs the question, where is a RICO investigation? Maybe Eric "Americans are cowards" Holders could do something right for a change, redeem himself by opening up such and investigation...oh, wait a minute, his BOSS is owned by Exelon!


Despite, or in spite of the NRC's claims, the Department of Homeland Security sees Energy Infrastructure much differently than the nuclear industry wants to admit. In the DHS 2006 Critical Infrastructure Protection Plan, nuclear reactor sites are identified on the list of critical infrastructure in America that must have much more indepth and repetitive defense of the structures than say the local outlet mall. So why is the Generic DBT (which includes the list of weapons that on site security has to be capable of defending against) been watered down to such a degree that Stakeholder Communities receive less protection that is found at the Grand Central Train Station in New York City? As one example, isn't it true that the explosive laden vehicle in the DBT was downsized from a Ryder Truck to a SUV when it was realized through computer modeling that the explosive laden Ryder Truck would in fact and deed to CRITICAL damage to the reactor?

Perhaps a more important question...how can the NRC refuse to include in the Site Specific GEIS, or in the GEIS (Generic Environmental Impact Statement) the costs/damages to the environment, basically claim a successful terrorist attack or significant natural or man made event (say with a plane) is all but impossible when in fact and deed the United States and their NATO allies not only admit such scenarios are within the realm of reality, but go further to sate such events are probable, and that many of the NATO members have real life experiences in dealing with such events, further stating that NATO is unsure of what their role would be in civil emergency due to the lack of a conceptual model. In fact, the NRC has admitted they have been guilty of a false propaganda campaign to protect their licensees in denying the possibility of a plane flying into a reactor as is witnessed in their own recent decision to require new reactor builds to include adequate safeguards for just such an event.

As we here at the Green Nuclear Underground prepare our Rule Making Petition, as we work on a formal complaint to be filed with the NRC Office of Inspector General, we have a question that needs brought to the attention of the Chairman of the NRC which in many ways goes to the heart of the DBT, shows the incestuous relationship between the parties, especially when it comes to the Force On Force exercises.

Stakeholder communities have expressed great dismay that NEI is allowed to have any involvement at all in the Force on Force exercises. They are the lobbying arm of the Nuclear Industry. That said, the NRC shortsightedly allows them involvement, even lets them supply the force on force security teams. Perhaps the NRC could explain to the Stakeholders how it is that Force On Force Security Team members supposedly employed by the NEI are getting payroll checks drawn on EXELON accounts?

Taking Down A Nuclear Reactor, Destroying A Nation

If there is one thing I hate, it is the ignorance of arrogance, and no better expression describes the NRC (Nuclear Regulatory Commission) and its Butt Buddy the NEI (Nuclear Energy Institute) than, "The Ignorance of Arrogance". This post is going to be a FLUID, EVER CHANGING post as we share with our readers the truth about the Deliberately Flawed and inadequate Generic DBT used to make the false claim that Nuclear Reactor Facility Security is adequate. As Stakeholders, the NRC has decided they do not have to talk with us, nor share with us anything about the DBT, nor the weapons included in it (or more appropriately) the weapons that NEI had removed from it so their licensees would not/did not have to spend additional funds making reactor sites even relatively safe from terrorist attack. (As one example of this, would love to discuss Bullet Resistant verse Bullet Proof glass, and the use of high powered 50 caliber rifles...NEI and NRC claim terrorists cannot get this weapon...assholes, you can buy a book on how to build one at home on Amazon.com for $17 and have it delivered by Friday.)

In this blog's effort to leave a tell tale story of "I told you so" behind for those who survive the terrorist attack or significant accident that will occur at one of America's Nuclear Facilities within the next ten years (statistical probability banks on this reality), I am going to share with you the reader what weapons I think are capable of taking out one of our nations 104 aging reactors, as well as areas of weakness in Nuclear Reactor Site Security and management from my own perspective using various EPRI documentation. It is my belief as an at risk Stakeholder that we are not adequately protected, and that it is actually possible to use several avenues of attack too take out a nuclear reactor, or cause a significant leak of radioactive contaminants into the environment without actually stepping one foot on the physical plant property.

In their usual fashion, the NRC will deny everything, and claim they cannot discuss our concerns as Stakeholders on the grounds of National Security...that is fine, does not change our right as citizens to outline and discuss our own security concerns as members of the affected Stakeholder Community. As Paul Simon would say, "I know what I know".

I might be wrong, but guessing here that the first, and maybe biggest risk not adequately discussed in the DBT for nuclear power plants is their Security Achilles Heel, which is the Sub Stations and High Tension Wires that hook them (reactors) into the Grid (Tell us NRC...isn't it true, that if you successfully cripple the grid you could potentially take down the reactor?). I tried to bring my concerns up in this area at a Public Meeting with the NRC, and was HUSHED UP with a promise of a PRIVATE MEETING to talk about my concerns at a future date and time...said meeting never occurred. I again brought up these concerns as a part of my formal request for a hearing on Safety Concerns relating to the License Renewal of Indian Point, but those concerns were dismissed. Not because they did not have merit, but because the three judge panel hearing the License Renewal Case felt I was disrespectful to them when I spoke MY TRUTH that they were and are Pro Industry Pricks.

When citizens who were ordered sheltered in place are dying in their homes from radioactive contamination, when hysterical anarchy has replaced the rule of law, those three judges can explain to the world why they ignored me, ignored my 500 pages of allegations. I am not about to apologize for speaking truth to bias self important ass holes who got their feelings hurt. Tell me, tell our community NRC how easy it would be to cripple Indian Point going after off site infrastructure? How come THAT IS NOT IN THE DBT? Tell me Richard Barkley, did you folks really think the Green Nuclear Butterfly, FUSE USA, the Grassroots Anti Environmental movement here in Westchester County and surrounding areas would just lay here and let you rape us, rape our community? Timing is everything you self serving arrogant pricks, and not it is MY TURN. There is more than one avenue to have a truth spoken, to have a truth heard. Indian Point from my perspective caused my wife's cancer, caused untold hundreds if not 1,000's of our young women to grieve the stillborn birth of their children, or to see their young child stricken with leukemia. Indian Point and all 104 Nuclear Power Reactors are vulnerable to terrorist attack, subject to catastrophic failure from reactor core embrittlement issues, and internal reactor core environmental degradation issues, not to mention the serious issues regarding the failure of UNDERGROUND PIPING...sadly, you know they are. It is my intent to use the intelligence God gave me to prove to the world that I am right on two counts.

1. That the Generic DBT and infrastructure improvements taken to harden nuclear facilities are inadequate to protect human health and the environment in the case of a significant nuclear incident and/or terrorist attack.

2. That the nuclear industry, EPRI, NEI, NRC, DOE, DOD and our United States Congress including Congressman John Hall know our nuclear reactors sites are vulnerable to both serious incidents caused from inadequate aging management issues, and terrorist attack, and are willing to put millions of Americans at risk in the name of a Nuclear Renaissance.

*NOTE-I challenge the three judge panel hearing the Indian Point License Renewal Case to make public their personal financial holdings (stocks, pensions, and the like) to prove they are not Pro Industry Pricks...it is suggested this should be an avenue looked into by such intervenors as the State of New York.

Tim Dean Selling Nuclear Who Doo Voo Doo Touting Thorium?

In Issue 8 of Cosmos, April 2006 (the Cosmos Science Magazine) Jim Dean writes an article that has gotten him a lot of attention and mileage. Problem is, is the man selling the world a water pipe dream in trying to paint Nuclear out as some great green, misunderstood SUPER ENERGY that can save the world from Global Warming with a little bit of tinkering inside the reactors, a change over to a different kind of fuel. His article is pasted below, my commentary is inserted in red...hope you enjoy the debate, the point counter point on the Commercial/Military Fuel Cycle that will destroy the world given less than half a chance. (Entergy's Indian Point is a good example to explain this cryptic remark.)

BUCHANAN - Indian Point 2 has sprung a new leak of radioactive water that may force company officials to shut down the nuclear reactor to repair a cracked pipe about 8 feet below ground.

The 8-inch pipe is leaking about 18 gallons of tritium and water a minute, and workers at the plant have been digging since early Monday morning, when water showed up near a manhole cover, regulators and plant officials confirmed.

The leaking pipe connects to a tank that stores condensation from steam generators used to turn turbines that produce electricity. The pipe is not on the nuclear reactor side of the operation, so concentrations of radioactive tritium are about 2,000 picocuries per liter, a tenth of federally allowable maximum levels for safe drinking water.

Nuclear energy produces no greenhouse gases (So very not true...if you go cradle to burial to final decay, Nuclear Energy is one of the most CARBON INTENSIVE energy sources known to mankind...DOE, NRC, NEI, and the Nuclear Industry hide this reality by only wanting to look at what is happening inside the reactor, rather than the entire fuel cycle process.), but it has many drawbacks. (Like the fact the industry in over 50 years has been able to properly and safely dispose of NONE OF ITS CANCER CAUSING RADIOACTIVE WASTE STREAMS.)Now a radical new technology based on thorium promises what uranium never delivered: abundant, safe and clean energy - and a way to burn up old radioactive waste. (Do not get your panties wet with excitement folks. First, thorium reactors ARE NOT NEW, the theory has been around for decades...hmmm....me thinks someone is stretching some truths here. Remember when they introduced "The Friendly Atom"? Promised us that nuclear reactors would produce electricity so cheaply it would not even pay to meter it? We all know how well that Nuclear Industry Promise worked out now don't we?)

What if we could (Notice how Tim phrases this, sets it up...what if, as in a question, or perhaps a whimsical hope spoken onto the written page in the hopes of pulling you the reader into his fantasy.) build a nuclear reactor that offered no possibility of a meltdown, generated its power inexpensively, created no weapons-grade by-products, and burnt up existing high-level waste as well as old nuclear weapon stockpiles? (Remember your mother telling you, "If it sounds to good to be true, it probably is?)And what if the waste produced by such a reactor was radioactive for a mere few hundred years rather than tens of thousands? (Just a few hundred years...few is defined as 2-9, so he is saying these waste steams could be around for up to 45 Generations of YOUR CHILDREN!) It may sound too good to be true, but such a reactor is indeed possible, and a number of teams around the world are now working to make it a reality. What makes this incredible reactor so different is its fuel source: thorium. (Notice...they are working on it. How close are they to successfully building one if the world is trying to talk us into spending TENS OF TRILLIONS OF DOLLARS in YOUR TAX MONEY building the AP1000 or similar reactors that rely on the same fuel rods in use today?)

Named after Thor, the warlike Norse god of thunder, thorium could ironically prove a potent instrument of peace as well as a tool to soothe the world's changing climate. With the demand for energy on the increase around the world, and the implications of climate change beginning to strike home, governments are increasingly considering nuclear power as a possible alternative to burning fossil fuels. (Nice touch there Tim...try to pull in the Depleted Uranium, High Strength Weapons Grade Plutonium, Anti War folks with your tale...DAM, Paul Bunyan and Pecos Bill would be proud of this yarn.)

But nuclear power comes with its own challenges. (Like the BURST pipe at Indian Point that spilled 100,000 gallons of radiated water this past month?) (But folks, nuclear is CLEAN AND GREEN...ask Entergy.)Public concerns over the risk of meltdown, disposal of long-lived and highly toxic radioactive waste, the generation of weapons grade by-products, and their corresponding proliferation risks, all can make nuclear power a big vote-loser. (Rightfully so...oh, and lets not forget about all those CO2's in what is the most CARBON INTENSIVE FUEL PRODUCTION PROCESS KNOWN TO MANKIND...kind of the Inconvenient Truth if you know what I mean there Tim?)

A thorium reactor is different. (Shaking head as I snicker a little.) And, on paper at least (on paper at least...priceless, a Kodak Moment), this radical new technology could be (again, that COULD BE, the whimsical sigh of a Pro Nuclear numb nut who spent too much time hanging out in the spent fuel pool.) the key to unlocking a new generation of clean and safe nuclear power. (notice the way he says that...unlocking a new generation ...as in nuclear renaissance...but, the use of the word unlocking all but says the old generation, the current generation of aging reactors was and IS NOT CLEAN AND SAFE.) It could prove (again that DREAMY could be.) the circuit-breaker to the two most intractable problems of the 21st century: our insatiable thirst for energy, and the warming of the world's climate. (Maybe, just maybe we all would be far better off if we forgot about the failed experiment that is nuclear energy, and instead embrace the adage that LESS IS MORE.)
